The Chairman of the Dak Lak Provincial People's Committee requested heads of departments, branches, sectors, organizations and Chairmen of the People's Committees of communes and wards to ensure the reduction and simplification of administrative procedures, business conditions and the smooth and effective implementation of administrative procedures in the implementation of two-level local government.

The People's Committee of Dak Lak province has just issued Official Dispatch No. 03197/UBND-PVHCC on implementing Official Dispatch No. 144/CD-TTg dated August 23, 2025 of the Prime Minister on ensuring the reduction and simplification of administrative procedures, business conditions and smooth and effective implementation of administrative procedures in the implementation of two-level local government.

Accordingly, the Chairman of the Dak Lak Provincial People's Committee requested the heads of departments, branches, sectors, organizations and Chairmen of the People's Committees of communes and wards, according to their assigned functions and tasks, to perform a number of contents such as: Continue to implement the tasks assigned by the Chairman of the Provincial People's Committee in Official Dispatch No. 02160/UBND-PVHCC dated August 8, 2025 on focusing on completing the reduction and simplification of administrative procedures and business conditions according to the tasks assigned in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government to ensure goals and progress.

Ea Nuol is a commune with a large population, but the commune's Public Administration Service Center has not been newly built, but uses the offices of the One-Stop Department of Ea Bar commune (old).

Departments, branches and sectors shall strengthen inspection, guidance and timely handling of difficulties and obstacles, especially bottlenecks and congestion in the process of receiving and handling administrative procedures in the fields and scope of management, especially newly decentralized administrative procedures, assigned authority and administrative procedures with a large number of records such as land, household registration and construction.

The People's Committees of communes and wards review and arrange adequate staff and civil servants who meet the professional and technical requirements of the job positions, especially full-time staff and staff and civil servants from specialized departments sent to work at the Commune-level Public Administration Service Center to guide, receive and resolve administrative procedures for people and businesses, ensuring efficiency and smoothness, avoiding local congestion, to be completed before August 31, 2025.

At the same time, the People's Committee reviews and arranges adequate equipment and facilities to support the implementation of online public services for people at the Public Administration Service Center in accordance with regulations.

The People's Committee deploys public posting of the list of administrative procedures, performs reception and returns of results regardless of administrative boundaries at the Commune-level Public Administration Service Center, and at the same time organizes propaganda and guidance so that people, organizations and enterprises know how to perform public administrative procedures regardless of administrative boundaries within the province, helping people conveniently choose to submit administrative procedure dossiers appropriate to their place of residence, living, studying and working, to be completed before August 31, 2025.

The Department of Science and Technology urgently provides enough specialized digital signatures to serve officials and civil servants at the Public Administration Service Centers at the commune level, to be completed before August 31, 2025.

The Department of Science and Technology shall preside over and coordinate with departments, branches, sectors and localities to ensure the information system, handle administrative procedures, meet the requirements for implementing non-administrative boundaries, technical criteria, digital signatures and related conditions to smoothly implement digital reception, digitization, handling and returning results of non-administrative boundary administrative procedures, and complete before August 31, 2025.

The Department of Science and Technology reviews and promptly overcomes limitations and shortcomings in the province's administrative procedure settlement information system; converts data from Phu Yen province's systems (before the merger) to ensure complete and accurate data status to serve management, operation, settlement of administrative procedures, provision of online public services, etc.
