More than 1,900 households relocated
According to the report of the Department of Construction of Nghe An province, the high-speed railway line on the North-South axis through Nghe An province is 85.5km long. The route is expected to pass through 18 communes and wards, including: Hoang Mai, Quynh Van, Quynh Son, Quynh Luu, Hung Chau, Duc Chau, Quang Chau, Minh Chau, Dien Chau, An Chau, Tan Chau, Dong Thanh, Than Linh, Nghi Loc, Yen Trung, Hung Nguyen, Hung Nguyen Nam and Lam Thanh. Through the survey, there are 38 residential areas with about 2,150 households affected. Of which, 1,942 households are subject to relocation and need to be resettled.

Based on the preliminary design documents in the Pre-Feasibility Study Report and the site clearance boundaries, Nghe An Department of Construction proposed planning about 30 resettlement areas with a total area of over 102 hectares. The construction cost of these areas is estimated at about 1,450 billion VND, taken from the project's site clearance capital and the local budget.
Notably, the Nghe An Department of Construction also proposed a number of resettlement areas that could be implemented early to meet the project's progress. In particular, in Hoang Mai ward (formerly Quynh Vinh commune), the two areas of Dong Ung and Dong Bau are planned with a scale of 8 hectares, which can accommodate about 200 households, with an estimated cost of 100 billion VND.
In Tan Xuan commune (formerly Dien Loc), Phong Tien area is planned on an area of 1.5 hectares, serving the resettlement of 30 households, with a total investment of about 18 billion VND. Meanwhile, in Hung Nguyen Nam commune, the land along the road to Hong Ha has an area of 5 hectares, enough to accommodate about 145 households, with an investment capital of about 60 billion VND.
Based on the implementation, the Department of Construction recommends that the Provincial People's Committee allow localities to carry out site clearance and resettlement investment in advance to ensure the required progress. After that, the locality will adjust and update the land use planning and other related planning.
In addition to planning resettlement areas, Nghe An province is also implementing procedures related to land use. The Provincial People's Committee has assigned the Department of Agriculture and Environment to preside over and coordinate with localities to review, adjust and approve land use planning and plans in accordance with project implementation needs. This work must be completed before July 30, 2025 to serve as a legal basis for site clearance.
According to the plan, Nghe An province aims to start construction on at least one resettlement area by August 19, 2025, thereby meeting the progress of the high-speed railway project as required by the Government and the Ministry of Construction .
Along the North-South high-speed railway line, there will be 23 passenger stations and 5 freight stations. In Nghe An alone, the new Vinh station will be built in Hung Nguyen Nam commune, in the area between the VSIP Industrial Park and the new National Highway 46.
“The station is designed with 4 lines, serving all trains stopping here, expected to become a transit center for passengers and goods in the North Central region. This will be a new type of urban area, integrating services - finance, logistics, high-tech industry, promising to become the driving force for the development of the central region of Nghe An in the future”, Mr. Nguyen Duc An - Deputy Director of Nghe An Department of Construction shared.
Proposal to adjust high-speed railway route to preserve relics
Nghe An Provincial People's Committee has just sent a document to the Ministry of Construction proposing to adjust the direction of the North-South high-speed railway route passing through the province, in order to minimize the impact on more than 2,150 households and many infrastructure works, cultural and religious relics.
Through review, Nghe An province determined that the current route passes through many densely populated areas, affecting a large number of households that must be resettled. The route intersects with important roads of the province, in the long term will have a strong impact on the local transportation network such as: the intersection with National Highway 48 in Hung Chau commune, the intersection with Provincial Road 537 and the intersection with National Highway 7B in Duc Chau commune, the inter-commune road Hoa - Hanh in Minh Chau commune, National Highway 7 through Dien Chau commune and the section through Tan Chau and An Chau communes. In particular, the route also intersects the intersection of the North - South expressway in Hung Nguyen commune.
The new Vinh station will be built in Hung Nguyen Nam commune, designed with 4 lines in the area between VSIP Industrial Park and the new National Highway 46.
In addition, the current route also passes through and directly impacts provincial historical sites such as: Luu Duc Dai Ton Family Temple, Lang Rao Temple, Hung Nguyen District Martyrs Cemetery, depot station on Provincial Road 542C and Hoang Can River. Especially the area of My Yen Parish Church (former Nghi Phuong Commune, now Than Linh) has existed for a long time and is home to many Catholics.
Mr. Hoang Phu Hien - Vice Chairman of Nghe An Provincial People's Committee suggested that in order to preserve cultural, historical and spiritual values and minimize impacts on people's lives, homes and properties, it is necessary to create favorable conditions in the process of compensation, support and resettlement. In particular, it is necessary to minimize land clearance at religious establishments.
Nghe An Provincial People's Committee requested the Ministry of Construction to direct the Railway Project Management Board to request the consulting unit to survey and design each specific location. At the same time, it is necessary to organize a field inspection and coordinate with the Department of Construction and local authorities to propose design solutions and adjust the route accordingly.
It is expected that the North-South high-speed railway project will start construction before December 31, 2026 and be basically completed by 2035.
