Improve the effectiveness and efficiency of State management in fire prevention and fighting

On August 9, the Ho Chi Minh City People's Committee held a conference to disseminate and implement the Law on Fire Prevention, Fighting, Rescue and Search and Rescue (PCCC-CNCH) and decrees and circulars guiding its implementation.

Attending the program were Lieutenant General Nguyen Tuan Anh, Director of the Fire Prevention and Rescue Police Department (C07), Ministry of Public Security ; representatives of the Ho Chi Minh City People's Committee Office; departments, branches and online connection to 168 wards, communes and special zones.

Previously, at the 8th session, the 15th National Assembly passed the Law on Fire Prevention and Fighting and Rescue (Law No. 55/2024/QH15), effective from July 1, 2025.

At the conference, Major General Nguyen Thanh Huong, Deputy Director of Ho Chi Minh City Police, emphasized that the new Law on Fire Prevention and Fighting and Rescue is a big step forward in legislative thinking. The law clearly establishes the principle of decentralization and delegation of power, enhances the responsibility of state management, and at the same time tightens the mechanism to control implementation in the coming time.

Thereby, contributing to improving the effectiveness and efficiency of state management with the highest goal of mobilizing all resources and potentials of agencies, organizations and the whole society to control and reduce the number of fires and damage to people and property caused by fires and explosions.

According to Major General Nguyen Thanh Huong, in recent years, leaders of the Ho Chi Minh City People's Committee have regularly directed departments, branches and localities to strengthen their responsibility in state management of fire prevention and fighting and search and rescue.

Ho Chi Minh City Police have advised and guided many measures to prevent fires and explosions, promoted the movement of the entire population participating in fire prevention and fighting and rescue, creating clear changes and achieving many positive results.

However, the fire and explosion situation in Ho Chi Minh City is still complicated, causing unpredictable damage to people and property. The causes come from both subjective and objective factors.

In particular, it must be recognized that some agencies, organizations, sectors and leaders have not fully recognized and promoted their roles and responsibilities in state management in their assigned fields. As a result, when fire and explosion incidents occur, the consequences are often very serious.

Besides, the regulations on responsibilities in the previous system of legal documents on fire prevention and fighting and rescue were not really specific and complete.

The conference is the first step for each individual, organization, and unit to better understand their responsibilities in fire prevention and fighting and rescue work. However, to truly transform awareness into action, a process of research, in-depth understanding, and the right approach and attitude is needed.

In the coming time, the effectiveness and efficiency of state management of Fire Prevention and Rescue will be increasingly improved.
