Total investment capital for the projects, including the airport, two roads and nine bridges, will be mobilized from the new Ninh Binh provincial budget and socialized capital from enterprises. Notably, these projects will not use central budget capital.

Ý Yên district has an area of 241 km2.

It is expected that the construction time of the two main roads and nine bridges will not exceed 12 months. After completion, the area will form a modern riverside city in Ý Yên and an ancient city in Hoa Lư, aiming to welcome about 10 million tourists each year in the riverside city area.

Previously, at the Consultation Workshop on industry development orientation associated with inter-regional development space according to new administrative units, period 2025 - 2030, vision to 2050, Mr. Tran Ngoc Chinh, Chairman of the Vietnam Urban Development Planning Association, former Deputy Minister of Construction proposed planning a regional airport serving the Ha Nam - Nam Dinh - Ninh Binh area.

According to Mr. Chinh, the establishment of the airport is not only strategic in terms of transport infrastructure but also a driving force to promote economic connectivity, enhance competitiveness and expand connections with domestic and international tourist centers.

Among the considered locations, Ý Yên district (formerly Nam Định) is considered a suitable location thanks to its central location in the region, convenient transportation system, and potential to develop into a modern airport city.
