North-South Expressway Expansion: Priority given to PPP option if investors meet the conditions

Implementing the Prime Minister's direction on expanding expressways in different scales, the Ministry of Construction has proposed expanding 18 component projects of the Eastern North-South expressway.

The Ministry of Construction has just reported to the Prime Minister and Deputy Prime Minister Tran Hong Ha on the research and investment situation to expand the eastern sections of the North-South Expressway under the public-private partnership (PPP) method.

Accordingly, implementing the Prime Minister 's direction on expanding expressways in different scales, the Ministry of Construction has proposed expanding 18 component projects of the North-South expressway in the East. These projects are within the target of 3,000 km by 2025, currently about 402 km are under construction.

Explaining that the expansion of the eastern North-South Expressway sections under the PPP method must be implemented under a new project, the leader of the Ministry of Construction said that the PPP Law also does not allow duplication of ongoing projects, so the expansion under the PPP form cannot be implemented immediately as a public investment plan.

Therefore, the Ministry of Construction has reported to the Prime Minister in the direction of 15 public investment projects, allowing toll collection on routes according to the National Assembly 's resolution and the Road Law. The toll collection process, based on the actual situation, will implement investment to expand routes in the form of PPP.

With 3 PPP projects in operation, the Ministry of Construction will continue to work with investors to study expansion investment options.

The Ministry of Construction will prioritize the PPP investment plan for the entire route if there are qualified investors.

The Ministry of Construction proposed that the Government assign the Ministry of Construction to preside over and coordinate with relevant agencies to carry out investment preparation work under the PPP form in 2025.

After completing all component projects on the North-South Expressway in the East, toll collection on public investment sections will be implemented according to the National Assembly's resolution and regulations of the Road Law.

During the toll collection process, the Ministry of Construction will select PPP investors according to regulations, prioritizing investment according to the O&M (operation - management) plan combined with BOT (construction - operation - transfer) on the entire route to synchronize and promote the efficiency of the entire route.

Recently, Deo Ca Group, Son Hai Group and Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) have sent documents to the Prime Minister proposing to consider and select them as investors to expand the Eastern North-South Expressway Project.

Specifically, Deo Ca Group proposed to expand 19 North-South expressway component projects that have been invested in the 2017-2020 and 2021-2025 periods with a total length of 1,241km, on the principle that enterprises proactively arrange finance from legal domestic capital sources, not using the State budget.

Son Hai Group also sent a document proposing to the Government leaders and the Ministry of Construction to consider and allow the enterprise to invest in the complete expansion of the North-South expressway from Hoai Nhon to Nha Trang with 100% investor capital, including the sections: Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang).

Phuong Thanh Transport Investment and Construction Joint Stock Company proposed to mobilize capital to invest in more than 200 km of the North-South Eastern Expressway, including the Vung Ang - Bung - Van Ninh sections (length 104 km) and the Phan Thiet - Dau Giay section (length 99 km) under the PPP method.

The above investors all expressed their commitment to coordinate with other capable and experienced investors/contractors to successfully implement the project; not to use State budget capital and to bear all costs if the project is not approved by the competent authority./.
