Specifically, the National Assembly's Resolution on exemption and support of tuition fees for preschool children, general education students, and people studying generaleducation programs at educational institutions in the national education system (1); and the National Assembly's Resolution on universalizing preschool education for preschool children from 3 to 5 years old (2).
Tuition support for preschool children and primary school students in private and public educational institutions
Resolution (1) stipulates exemption and support of tuition fees for preschool children, general education students, and students of general education programs who are Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined and are living in Vietnam in educational institutions within the national education system.
Regarding the policy of tuition exemption and support, according to the Resolution, the National Assembly resolved to exempt tuition for preschool children, primary school students, and students of general education programs in public educational institutions. Tuition support for preschool children, primary school students, and students of general education programs in non-public and private educational institutions.
The level of tuition support is decided by the People's Council of the province or centrally-run city according to the tuition fee framework prescribed by the Government but must not exceed the tuition fee level of private educational institutions.
According to the Resolution, the budget for implementing the tuition fee exemption and support policy is guaranteed by the state budget in accordance with the provisions of the law on budget management decentralization. The central budget supports localities that have not yet balanced their budgets to implement the tuition fee exemption and support policy in accordance with the provisions of the law.
The Resolution resolves, the Government directs and guides the implementation of the Resolution. The National Assembly, the National Assembly Standing Committee, the Central Committee of the Vietnam Fatherland Front, the National Council, the National Assembly Committees, the National Assembly delegations and National Assembly deputies, and People's Councils at all levels, within the scope of their tasks and powers, shall supervise the implementation of the Resolution.
The Resolution takes effect from the date of its approval by the National Assembly and is applied from the 2025-2026 school year.
By 2030, universalize preschool education for children aged 3-5 years old
Resolution (2) sets the target that by 2030, 100% of provinces and centrally run cities will meet the standards for universal preschool education for children from 3 to 5 years old. The State will ensure resources for universal preschool education for children from 3 to 5 years old and mobilize social resources according to the provisions of law.
Implement universal preschool education for children from 3 to 5 years old according to the roadmap, suitable to the socio-economic development conditions of the locality, ensuring universal conditions according to regulations.
Regarding the implementation mechanism and policy, the Resolution clearly states investment in developing the network of schools and classes and ensuring facilities and teaching equipment according to regulations; ensuring sufficient number of preschool teachers according to prescribed norms; ensuring policies and regimes for children from 3 to 5 years old, management staff, teachers and staff in preschool education facilities; mobilizing social resources to develop preschool education according to the provisions of law; prioritizing the development of preschool education in areas with particularly difficult socio-economic conditions, ethnic minority areas and mountainous areas, border areas, islands, beaches, coastal areas, densely populated areas, areas with industrial parks, clusters and export processing zones.
The budget for implementing the policy of universalizing preschool education for children from 3 to 5 years old is guaranteed by the state budget according to the decentralization of state budget management. The central budget supports localities that have not balanced their budgets to implement the policy of universalizing preschool education for children from 3 to 5 years old according to the provisions of law. The financial source for implementing the Resolution is also other legally mobilized capital sources.
This Resolution also takes effect from the date of its approval by the National Assembly.
