"Don't even think about the long and difficult road"!
As one of the few female officials holding key positions at the district level assigned to communes when implementing the arrangement of administrative units according to the two-level local government model, Ms. Pham Thi Ngoc Ha (former member of the Standing Committee of the District Party Committee, Head of the Propaganda and Mass Mobilization Department of Dien Bien district) is also one of the few female officials assigned to a difficult border commune.
Discussing the work done to prepare for the operation of Muong Nha commune (new) from July 1, Ms. Ha said: "There are too many things to do at the same time, so I and other brothers and sisters have almost no time to think about the long and difficult journey. As soon as we received information from superiors about the expected key cadres and leaders of Muong Nha commune (new), we had to complete the documents and books at the same time to hand over to the old agency.
Along with that is the urgent requirement for the new commune to grasp the aspirations of cadres, party members, and people to promptly resolve them according to the instructions to avoid stagnation or interruption of work.
"The work is like a mountain, and it is also cluttered in the minds of hundreds of cadres, civil servants, and public employees working in three communes: Muong Nha, Muong Loi, and Pu Luong when the three communes have decided to merge to form the new Muong Nha commune, so I don't have time to think about the long road or hardships.
"I make a plan to solve each task during the day, then receive instructions and solve other tasks. Every day that passes, I wish the days were longer so I could do more things and not think about myself anymore," Ms. Ha confided.
Asking Ms. Ha more about the current work arrangements in Muong Nha commune (new), we learned that despite difficulties in terms of food and accommodation and lack of working facilities, under the unanimous discussion of the collective, currently 75 cadres and civil servants of Muong Nha commune (new) are at ease in their work.
Ms. Ha said: Regarding the headquarters, Muong Nha commune (new) is located in the center of Phu Luong commune (old), 23 kilometers from the center of Muong Nha commune (old), this is the main location of the commune's Public Administration Service Center.
In addition to the administrative procedure reception and settlement point at the Public Administrative Service Center in the center, Muong Nha commune (new) also arranges a citizen administrative procedure reception point located in Muong Nha commune (old) for the convenience of the people.
Regarding the Party and mass organizations, cadres will be temporarily arranged to work in two groups at the center of Muong Loi commune (old) and the center of Muong Nha commune (old) to facilitate the staff and civil servants of the two old communes, while also overcoming the immediate difficulties due to the lack of headquarters and offices.
Also a trusted cadre assigned to the commune to implement the two-level local government model, this assignment for comrade Dang Thanh Huy (former Secretary of Dien Bien Provincial Youth Union) is considered a new challenge for the youth.
The area where comrade Huy was assigned to hold the position of Party Secretary is Sin Thau commune, established on the basis of merging three communes, including: Sin Thau, Sen Thuong, Leng Su Sin (belonging to Muong Nhe district).
After the arrangement, Sin Thau commune (new) has a natural area of 516.42 km2 and is the largest commune in the province, but the population is only 6,058 people. In addition to that special feature, Sin Thau also has a long border, with landmark 0 being the intersection point between the three countries of Vietnam-China-Laos, and the A Pa Chai flagpole that has just been completed on the westernmost border.
As summarized by comrade Tran Quoc Cuong, Secretary of Dien Bien Provincial Party Committee, "Sin Thau commune (new) will have many distinct advantages, because in the coming time, in Sin Thau there will be a border gate, a border economic zone bordering China, but in the immediate future, for the cadres, party members and people of Sin Thau, there are many things to focus on implementing".

Aware of the mission and responsibility of party members and youth in the commune, comrade Huy has determined to make every effort to research and find directions for Sin Thau in the coming journey.
Just yesterday (afternoon of June 26), he reported to the provincial leaders about the tasks that need to be focused on in Sin Thau. In particular, the first key task is to arrange facilities and necessary conditions to ensure a workplace for commune officials and civil servants; the operation and implementation of commune-level tasks are carried out immediately from July 1 in the spirit of "smoothness" and "effectiveness"; as for practical difficulties, each cadre and party member has clearly identified "where there are obstacles, there are solutions", not letting difficulties affect the work. "Being ready to overcome difficulties is the belief of the youth. Not only me but also every union cadre assigned to the commune this time takes that as a goal and guideline for all actions" - comrade Huy confided more!
Trust and entrust with great responsibility
Carrying out the "revolution" of rearranging and reorganizing according to the two-level local government model, in Dien Bien, thousands of cadres and party members are ready to join with the highest sense of responsibility, for the common interests of the country and people.
Therefore, in a very short time, many people have continuously changed jobs and positions, such as comrades: Trinh Hoang Thang, member of the Provincial Party Committee (former Director of the Department of Home Affairs, transferred and appointed to hold the position of Secretary of the Muong Cha District Party Committee, from March 1, 2025); comrade Dinh Bao Dung (former Director of the Department of Finance, transferred and appointed to hold the position of Secretary of the Tuan Giao District Party Committee, from March 1, 2025); comrade Tran Thanh Kien (former Director of the Department of Transport, transferred and appointed to hold the position of Secretary of the Dien Bien Dong District Party Committee from March 1, 2025) ... continued to change to receive tasks at the commune, but no one was reluctant, no one hesitated, but each person was more determined.

Directly reporting to the Provincial Party Secretary Tran Quoc Cuong and the members of the Steering Committee for the arrangement and organization of the two-level local government of Dien Bien province, comrade Thang (expected to hold the position of Party Secretary of Na Sang commune (new) on the basis of merging the communes: Na Sang, Ma Thi Ho, Sa Long, Muong Cha town (belonging to the old Muong Cha district) promised that: He will make every effort with the collective leadership, cadres, and people of Na Sang commune (new) to build Na Sang to complete the goal of a new rural commune; at the same time, become a key commune in agriculture and a central commune connecting the communes in the region.
Comrade Thang said: In the past few days, we have focused on implementing the tasks of arranging and assigning cadres and civil servants according to instructions, directions, and within our authority; at the same time, we have also assigned each leader to grasp the situation, motivate cadres and civil servants, and arrange equipment and facilities for the new communes to ensure readiness for operation and task performance.
Up to this point, not only Na Sang commune (new) but also Muong Tung, Pa Ham, and Nam Nen communes have ensured the conditions of facilities and human resources ready to operate, ready to serve the people of all ethnic groups in the area in the spirit of efficiency, effectiveness and effectiveness!
Recognizing the great efforts and endeavors of thousands of cadres, party members, workers and civil servants at all levels in the province, who have not been afraid of difficulties and even sacrifices to facilitate the process of streamlining the apparatus, Chairman of the People's Committee of Dien Bien province Le Thanh Do confided: "With personal responsibility and heart, I understand that no words of thanks can repay the sacrifices and contributions of the cadres, party members and people in this revolution".
In accordance with the Central's policies and directions, as soon as the restructuring and streamlining of the apparatus began, the Provincial Party Committee, People's Council, and People's Committee of Dien Bien province have always directed that material and spiritual priorities must be given to cadres and party members who have not been afraid of hardships and sacrifices.
According to Resolution No. 1661/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Dien Bien province, Dien Bien province has 45 commune-level administrative units; including 42 communes and three wards. To ensure that the new commune-level Party, government and mass organizations are ready to operate, the province plans to transfer 3,567 cadres, civil servants and public employees from district and commune levels to the new communes.
For cadres who voluntarily retired before the age of retirement or quit their jobs, the province has promptly implemented support and payment policies to ensure their rights; for cadres and civil servants who continue to work and take on tasks at the commune, the most favorable conditions are created within the province's current conditions so that cadres and party members can truly feel secure in their work and dedication.
At the provincial Steering Committee meeting on the afternoon of June 26, the Provincial Party Secretary also acknowledged the efforts of all levels and sectors to proactively adapt and implement tasks, ensuring that 45 communes come into operation. At present, Comrade Cuong assessed that there are still many difficulties due to facilities, traffic infrastructure, electricity infrastructure, etc., but he believes that the staff and leaders of the new communes will make every effort to overcome them, because the selected comrades are all typical "nuclei" in each collective, each organization, each level, each sector.
