The Minister of Construction has just signed Document No. 68/TTr-BXD requesting the Prime Minister to approve the task of preparing and adjusting the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050.
The goal of this planning adjustment is to study the addition of Mang Den and Van Phong airports to the national airport system and adjust and update some other contents (if necessary).
The main content of this planning adjustment is to analyze and evaluate the factors, natural conditions, socio -economic conditions in the area where the airport is expected to be adjusted and supplemented and the surrounding areas that affect the formation of a new airport; study and evaluate technical factors to select the airport location; forecast the transportation demand of the new airport; assess the related impacts when forming a new airport; make a preliminary assessment of the ability to organize airspace and design flight methods of the new airport; determine the nature, role, function and scale, preliminary capacity of the airport, types of aircraft expected to be exploited; orient land use arrangement for airport development, etc.
The time for planning adjustment is from the time the planning adjustment task is approved until it is submitted to the Prime Minister , expected to be about 3 months.
The Ministry of Construction will be the agency organizing the preparation and adjustment of the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050, and is responsible for ensuring the implementation of steps in accordance with the provisions of the law on planning and other relevant laws.
During the planning adjustment process, depending on research requirements, the Ministry of Construction shall proactively adjust local contents and tasks to serve planning the adjustment work, ensuring quality and progress.
“Ministries, branches and People's Committees of provinces and centrally run cities are responsible for coordinating with the Ministry of Construction in the process of making and adjusting planning according to the provisions of law and the assignment of the Government and the Prime Minister,” stated Submission No. 68.
Previously, the Prime Minister issued documents No. 9663/VPCP-CN dated December 30, 2024, No. 3926/VPCP-CN dated May 7, 2025; in which he agreed on the policy of researching and adding Mang Den and Van Phong airports to the Master Plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050, and submitted the Ministry of Construction to prepare adjustments and supplements and them to the Prime Minister according to regulations.
The most recent adjustment of the Master Plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050, took place in early April 2025. Gia Binh airport has been planned into the international airport system with an expected design capacity of about 5 million passengers/year for the period 2021 - 2030; about 15 million passengers/year with a vision to 2050.
