On the afternoon of August 22, Deputy Prime Minister Tran Hong Ha chaired an online conference with localities on response to tropical depression in the East Sea.
The Ha Tinh bridge is run by Director of the Department of Agriculture and Environment Le Ngoc Huan - Deputy Head of the Provincial Steering Committee for Disaster Prevention and Search and Rescue. Attending were leaders of relevant departments, agencies and sectors.
The conference was connected online to wards and communes in the province.

According to the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on August 22, the center of the tropical depression was located at about 16.8 degrees North latitude; 121.2 degrees East longitude, on the mainland of Luzon Island (Philippines). Around the night of August 22, the tropical depression will move into the East Sea, likely to strengthen into a storm. This is the 11th storm in the Northwest Pacific region and the 5th storm in the East Sea, internationally named Kajiki.

When entering the East Sea, storm No. 5 will move quickly, at a speed of about 20km/h. The coastal area from Nghe An - Quang Tri will be the area most affected by the storm's circulation, with the possibility of strong coastal winds of level 10 - 11, gusting to level 13 - 14.

Regarding heavy rain, from the night of August 24 to the end of August 27, the area from Thanh Hoa to Hue will experience heavy to very heavy rain, with rainfall ranging from 150 - 300mm, with some places over 600mm.
Ha Tinh is forecast to be directly affected by the storm. The risk of strong winds and heavy rain from August 24 to 26 causing floods and other natural disasters is very high.

To cope with the tropical depression, which later strengthened into a storm, Ha Tinh and coastal provinces and cities from Thanh Hoa province to Hue city proactively took measures to prevent storms, developed plans to ensure safety for boats, agricultural production areas, irrigation systems, and prepared scenarios to evacuate people at unsafe locations.
In Ha Tinh, as of the afternoon of August 22, the total number of boats anchored at ports and yards (not going out to sea) was 3,819; the number of vehicles operating at sea was 163 fishing boats/609 workers, of which 141 boats/466 workers had information, the number of boats that had not been contacted was 22 fishing boats/143 workers. At fishing ports and storm shelters, deploy port forces, coordinate with local authorities and Border Guards to inspect, control and arrange fishing boats to anchor safely.
The rice area is 43,127 ha/45,806.2 ha. Some areas are entering the waxy and fully ripe stages. The total area of citrus fruit trees is now 12,960 ha, of which the area for products is 11,196 ha. The aquaculture area is 5,295.73 ha, the unharvested output is estimated at 7,411 tons. There are 162 cages and 83 watchtowers.
As of 7:00 a.m. on August 22, the capacity of large reservoirs generally reached 45 to 85 percent of their design capacity. Other medium and small reservoirs have so far reached 45 to 85 percent, and some reservoirs are opening for irrigation for the summer-autumn season.
Ha Tinh has directed localities and reservoir management units to calculate and balance water resources to proactively regulate early and deploy safety measures to ensure safety of works and downstream areas.
The province has developed four evacuation scenarios according to the level of impact of the storm. Depending on the storm's developments, the province will issue evacuation orders and assign local organizations and authorities to organize immediate evacuation.
Concluding the conference, Deputy Prime Minister Tran Hong Ha requested the National Center for Hydro-Meteorological Forecasting to regularly update the direction, intensity, and impact level of the tropical depression that is about to strengthen into a storm.
Units and localities forecasted to be in the affected area proactively organize close monitoring, update forecast information on tropical depression to promptly deploy response work; quickly call ships and boats to safe shelters, strictly manage means of going out to sea; resolutely evacuate people on cages, rafts, aquaculture watchtowers and dangerous places to safety before the storm directly affects them; prepare rescue forces and means to promptly handle bad situations that may occur...
Immediately after the Government meeting, Vice Chairman of the Provincial People's Committee Duong Tat Thang and leaders of the Department of Agriculture and Environment of Ha Tinh also held a meeting with wards and communes to thoroughly grasp the work of responding to the tropical depression, which is about to strengthen into a storm.

Speaking at the meeting, Director of the Department of Agriculture and Environment Le Ngoc Huan - Deputy Head of the Provincial Steering Committee for Natural Disaster Prevention and Control requested communes and wards to strictly implement the direction of Deputy Prime Minister Tran Hong Ha on proactively responding to the tropical depression that is about to strengthen into a storm.
Localities and units must immediately notify owners of vehicles and boats operating at sea of the location, direction of movement and developments of the tropical depression so that they can proactively avoid and quickly return to shore to avoid the storm; and strictly manage the departure of ships and boats.
Review and implement measures to ensure safety for tourism, aquaculture, and fishing activities at sea, in river mouths, and along the coast; implement measures to ensure safety and limit damage to houses, warehouses, headquarters, public works, industrial parks, factories, dike and irrigation works.

Conduct inspections and reviews of locations at high risk of flash floods, landslides, and deep flooding to promptly notify people to proactively and effectively prevent them; protect agricultural production, and prevent flooding in urban and industrial areas.
Focus on protecting fruit tree areas, proactively harvesting areas that are ready for harvest; prepare rescue forces and equipment to promptly handle any bad situations that may arise.
