From the beginning of 2024 to present, the Board of Directors of the District Social Policy Bank has strictly implemented the resolutions and decisions of the Board of Directors of the superior Social Policy Bank, and at the same time, specified the contents of policy credit activities in accordance with local conditions. The Board of Directors advises the District People's Committee on measures to effectively direct and implement policy credit work, promptly resolving arising issues.
In 2024 and the first 5 months of 2025, the total policy credit lending capital of the district's Social Policy Bank reached 604 billion 590 million VND, an increase of 23 billion 923 million VND compared to 2024. Of which, the central capital source is over 540 billion VND; mobilized capital to subsidize interest rates is 56 billion 468 million VND, reaching 109% of the growth plan; local budget capital is 7 billion 875 million VND. In the first 5 months of the year alone, the total lending turnover reached 55 billion 679 million VND with 726 loan customers. Debt collection turnover reached 31 billion 472 million VND, contributing to reducing bad debt and ensuring effective credit operations.
As of May 31, the total outstanding balance of credit programs reached VND 603 billion 579 million, an increase of VND 26 billion 153 million compared to the end of 2024. Bad debt accounts for a very low ratio (0.09%) compared to the total outstanding balance. All transaction points in 19 communes and towns publicly post all preferential policies of the Government , list of borrowers, hotlines and suggestion boxes, helping people easily access information and create favorable conditions for monitoring credit activities, ensuring transparency and publicity in lending.
Currently, the district has 280 savings and loan groups managed by 4 socio -political organizations. These groups have been effective in helping poor households and other policy beneficiaries borrow capital to develop production and stabilize their lives. Of these, 257 groups are good, accounting for 91.78%; 16 groups are fair, accounting for 5.7%; 4 groups are average, accounting for 1.4%.
At the working session, the inspection team made a number of recommendations to continue improving the effectiveness of policy credit work such as: continuing to implement Directive No. 39-CT/TW of the Central Party Secretariat; The Board of Directors of the District Social Policy Bank advised the District People's Committee to continue implementing Directive No. 39-CT/TW dated October 30, 2024 of the Central Party Secretariat to improve the effectiveness of policy credit work in the new period...
Propose that the Board of Directors of the District Social Policy Bank improve the quality of inspection and supervision work; proactively grasp the implementation of loan programs at the grassroots level. Monitoring and timely detection of difficulties and obstacles will help provide effective solutions, ensuring proper implementation of the Party and Government's policies on preferential credit for policy beneficiaries.
There should be specific solutions to strengthen weak savings and credit groups, improve the quality of operations of the remaining groups, especially those that are not operating effectively. Strengthen propaganda and training to improve the capacity of group leaders and deputy group leaders, ensuring that groups operate stably and sustainably. Socio-political organizations closely coordinate with the VBSP in monitoring the use of loans by households, ensuring that loans are used for the right purposes, avoiding bad debts and maximizing the effectiveness of policy credit programs.
