(Chinhphu.vn) - The groundbreaking ceremony of the Bao Loc - Lien Khuong expressway project is an event of special significance. This expressway will be a strong lever, creating new momentum for key economic sectors of Lam Dong and neighboring provinces.

The groundbreaking ceremony for the Bao Loc - Lien Khuong Expressway project was held at the intersection with National Highway 27 (Km 192) in N'Thol Ha Commune, Duc Trong District, Lam Dong Province this morning (June 29). Permanent Deputy Prime Minister Nguyen Hoa Binh attended and delivered a speech at the groundbreaking ceremony.

This is also a key and practical activity to celebrate the establishment of the new Lam Dong province according to the Central Government's policy.

Bao Loc - Lien Khuong Expressway Project is a key national and Lam Dong province traffic infrastructure project, an important expressway section in the expressway system connecting Da Lat and Ho Chi Minh City with a total investment of up to 17,718 billion VND with a length of more than 73.6 km, designed speed of 100 km/h. The project has a starting point at Km126 + 484.93 in Loc Phat ward, Bao Loc city, coinciding with the end point of Tan Phu - Bao Loc expressway, the end point is at about Km200 + 100, intersecting with Lien Khuong - Prenn expressway in Hiep Thanh commune, Duc Trong district.

The project is implemented in the form of public-private partnership (PPP), the winning investor of the project is the consortium of T&T Transport Infrastructure Investment and Development Company Limited - Phuong Trang Group Investment Joint Stock Company (FUTA Group) - Phuong Thanh Transport Investment and Construction Joint Stock Company.

The total winning bid value of the project is over 11,923 billion VND, including interest and excluding costs of sub-projects for site clearance using State capital. The construction period of the project and infrastructure system is expected to be 30 months. The operation and business period is 19 years and 10 months, under the type of build-operate-transfer (BOT) contract.

The Bao Loc - Lien Khuong Expressway project, together with the Tan Phu - Bao Loc Expressway project, is expected to create new growth momentum for Lam Dong province, because when completed, the project will connect Bao Loc City and Duc Trong District with Da Lat City and other key economic zones of the province, creating favorable conditions for trade, transport of goods and attracting investment.

This expressway will help shorten travel time between famous tourist destinations, such as Da Lat, Bao Loc, other famous tourist destinations in the province, and at the same time connect traffic and tourism between Bao Loc City, Da Lat City and the Central Highlands and South Central provinces...

Strong leverage, creating new momentum for key economic sectors of Lam Dong and neighboring provinces

Deputy Prime Minister Nguyen Hoa Binh emphasized that the resolution of the 13th National Party Congress identified 3 strategic breakthroughs, including a breakthrough in synchronous and modern infrastructure. In the draft documents of the 14th National Party Congress, a breakthrough in infrastructure is still a major requirement because reality has proven that wherever infrastructure develops, it will open up new development space, create new values, new faces, and promote socio-economic breakthroughs.

With the high political determination of the entire political system, since the beginning of the term, the whole country has completed more than 1,100 km to put into operation a total of 2,268 km of expressways. We are making every effort to successfully achieve the country's major goal of putting into operation at least 3,000 km of expressways by 2025 and striving to have about 5,000 km of expressways nationwide by 2030.

According to the Permanent Deputy Prime Minister, the Bao Loc - Lien Khuong expressway project with a length of nearly 74 km is a strategic piece to complete the entire Dau Giay - Lien Khuong expressway, forming a smooth and modern backbone traffic axis connecting the key economic region of the South with the capital of the Central Highlands, Da Lat City.

The completion of this project will fundamentally and permanently resolve the problem of frequent congestion and overload, which is considered a "bottleneck" on the existing National Highway 20. More importantly, it will not only shorten travel time but also activate and maximize the efficiency of the sections that have been and are being invested in, such as Dau Giay - Tan Phu, Tan Phu - Bao Loc. The value of the project lies not only in the more than 70 km of highway, but also in the fact that it unleashes the potential for the entire strategic economic corridor of hundreds of kilometers, creating new growth momentum for the entire region.

"This expressway will be a strong lever, creating new momentum for key economic sectors of Lam Dong and neighboring provinces. This is an opportunity to re-plan production areas, form satellite urban areas, modern logistics centers associated with Lien Khuong International Airport. This is the premise for Da Lat - Lam Dong tourism to take off, attracting high-quality visitors so that high-tech agricultural products of Bao Loc, Di Linh, Duc Trong can connect directly to major domestic and international markets," said Deputy Prime Minister Nguyen Hoa Binh.

Emphasizing that today's groundbreaking is just the beginning; the work ahead is still very heavy, requiring high determination, great efforts, and drastic actions, Permanent Deputy Prime Minister Nguyen Hoa Binh requested the current Lam Dong Provincial People's Committee as well as the new Lam Dong Provincial People's Committee (from July 1, 2025) to focus on directing investors, supervision consultants, and contractors to promote the highest sense of responsibility, and implement the project to ensure progress, quality, and safety.

Provincial leaders must identify this as an important political task, must concentrate all resources to complete the site clearance for the entire 610 hectares of the project as soon as possible. During the implementation process, special attention must be paid to resettlement work, supporting stable production for the people. Must consistently implement the viewpoint of the Party and State: Ensure that the new place of residence, new livelihood of the people must be "equal and better than the old place". This is both a responsibility and a sentiment towards the people, must make the people understand, agree, support for the common development benefit.

Recognizing and appreciating the capacity and experience of the consortium of investors (including T&T Group, Phuong Trang Group and Phuong Thanh Company) that was selected to implement this key project, Deputy Prime Minister Nguyen Hoa Binh requested the consortium of investors to uphold their responsibility, focus all financial resources, human resources, modern machinery and equipment, and organize construction so that the project can be completed within 30 months as committed.

The Ministries of Construction, Finance, Agriculture and Environment and relevant agencies together with localities must participate in the spirit of service, companionship, proactively handling procedural, mechanism and policy problems within their authority in the fastest way. Absolutely do not let the project be delayed due to administrative procedures or lack of coordination between agencies.

The Deputy Prime Minister hopes that the people in the province, especially the people in the project area, will continue to be unanimous, supportive, and hand over the site soon so that the project can be implemented smoothly and on schedule; affirming that the Party and the State always put the legitimate and legal interests of the people first and foremost and will direct authorities at all levels to best implement compensation and resettlement policies, ensuring that the people's lives will become better and better.

Fully aware of the role, significance and importance of the Bao Loc - Lien Khuong expressway project as the final segment of the Dau Giay - Lien Khuong expressway project, one of 10 national expressways in the Southern region approved by the Prime Minister in the Road Network Planning for the period 2021-2030, with a vision to 2050, the representative of the investor consortium implementing this important project, Mr. Doan Tuan Anh, Chairman of the Board of Members of T&T Transport Infrastructure Investment and Development Company Limited, Chairman of the Board of Directors and General Director of Bao Loc - Lien Khuong Expressway BOT Joint Stock Company affirmed that the investor consortium is committed to implementing the investment and construction of the Bao Loc - Lien Khuong expressway with the highest sense of responsibility and determination.

Specifically, the investor consortium will focus all resources of machinery and human resources to implement construction to ensure safety, quality and complete the project on schedule, in accordance with technical standards; operate intelligently; respect and preserve the ecological environment, landscape, and people's lives along the route; accompany Lam Dong province for a long time to effectively exploit infrastructure, develop ancillary services, and attract secondary investment.

"The consortium of investors believes that the Bao Loc - Lien Khuong expressway project in particular and the Dau Giay - Lien Khuong expressway in general, when completed and put into operation, will promote the function of a very important high-speed route to connect and trade with economic and political centers of provinces and cities, and be a sustainable economic corridor connecting the southern dynamic regions with the central plateau of the country," said Mr. Doan Tuan Anh.
