Breakthrough in forest planting progress
During a recent trip to key forest areas in Yen Bai , we were truly impressed by the immense green of the forests.
Luc Yen emerged as a bright spot when completing 102.3% of the yearly plan, with a total newly planted area of 2,864.7 hectares, including 2,384.7 hectares of concentrated planted forests. Mr. Ha Tien Cong, Head of Yen Binh - Luc Yen Forest Protection Department, said: From the beginning of this year, we have sent staff to closely follow the grassroots, working with the locality to guide people in planting forests in a systematic manner. When people see clear benefits and enthusiastic support, they will automatically trust and proactively participate. The lush green forest is also thanks to this consensus.
According to data from the Yen Bai Provincial Forest Protection Department, by the end of April 2025, the whole province had newly planted 12,598.4 hectares of forest, reaching 81.3% of the annual plan. Yen Bai has implemented the structure of production forest planting, mainly fast-growing, high-yielding species such as eucalyptus, acacia, cinnamon, linden... For protective forests, the main crop structure includes native species with high adaptability to site conditions such as pine, po mu, hawthorn, and medicinal myrtle... Up to now, the province has basically formed specialized and concentrated forest planting areas, serving processing inside and outside the province to create favorable conditions for the development of the local carbon market; improve people's livelihoods.
With nearly 433,600 hectares of forest, of which natural forest is over 245,580 hectares and planted forest is over 188,000 hectares, Yen Bai is ranked as the province with the 5th largest forest area out of 14 provinces in the Northern Midlands and Mountains. Every year, the whole province plants about 15,000 hectares of new forests of all kinds, which is a great potential for developing the forest carbon credit market.
Based on scientists ' calculations, if the carbon absorption capacity of planted forests is about 15 m3/ha/year, the total amount of CO2 absorbed by natural forests and planted forests of Yen Bai will reach more than 4.7 million tons/year. According to the agreement signed by the Ministry of Industry and Environment to sell forest carbon emission reduction in the North Central region to the World Bank at 5 USD/ton CO2, Yen Bai can earn nearly 550 billion VND from selling forest carbon credits.
Ready to take the lead
According to the plan, Vietnam will start piloting the carbon trading floor from 2025 and it will officially operate in 2028. Yen Bai will implement many solutions to develop this market.
Accordingly, Yen Bai will continue to maintain a stable forest coverage rate of 63%; forest coverage in the 2022-2025 period will reach 63.5% - 65% to protect the ecological environment, protect watersheds, limit natural disasters, reduce emissions and respond to climate change. Create a transparent and safe investment environment, attract investment capital into forest protection and planting projects.
Yen Bai has selected Dai Dong and Phu Thinh communes (Yen Binh district) to participate in the pilot project of granting forest carbon credits, with the support of the Ministry of Agriculture and Environment. Mr. Duong Anh Tuan, Deputy Head of Yen Binh - Luc Yen Forest Protection Department, said: The province will promote the new approach so that people understand the regulations on forest carbon credits. After that, the authorities will coordinate with all levels and sectors to carry out assessments, creating a basis for accurately determining the amount of emission reduction, ensuring that people benefit when carbon credits are granted in the future.
According to the Department of Agriculture and Environment of Yen Bai, the province has basically completed the database on the current status of forests in the whole province. The province will implement carbon emission inventory with the aim of soon joining the carbon credit market. At the same time, it will seriously organize and closely monitor the emission activities of enterprises in the province, especially in areas with high emission risks such as cement, paper, energy, etc. with the goal of having all emissions inventoried.
An important factor for the successful operation of the carbon market is the active and effective participation of enterprises. Relevant agencies and units proactively assist enterprises and forest owners in connecting, proactively researching the market, investment resources and technical infrastructure to participate in the appropriate carbon credit market, and develop sustainably with the existing forest area. In addition, there needs to be a fair and transparent benefit sharing mechanism for local communities, especially ethnic minorities.

According to the Law on Environmental Protection, carbon credits are certificates of the right to emit CO2 or other greenhouse gases, which can be traded. Each credit represents the right to emit one ton of carbon dioxide (C02) or one ton of equivalent greenhouse gas. For forestry, carbon credits are certificates of greenhouse gas emission reduction and increased absorption generated from carbon emission reduction, removal and absorption activities. The creation of carbon credits must comply with specific carbon standards required by the carbon market and be assessed and verified by an independent third party.
