At Thanh An island commune, the delegation offered incense to commemorate President Ho Chi Minh , then visited the family of martyr Nguyen Tan Tai on the occasion of the 78th anniversary of War Invalids and Martyrs Day. Comrade Dang Minh Thong sent wishes of health and happiness to the martyr's relatives and affirmed that with the 2-level local government model, the commune will be assigned more functions and larger tasks. The city will have better investment policies and care for the development of the island commune.
The new government model operates stably.
Reporting to the delegation, comrade Huynh Minh Quang, Standing Deputy Secretary of the Thanh An Commune Party Committee, said that since July 1, 2025, the commune has completed the assignment and arrangement of cadres and civil servants according to the new model; ensuring facilities, working equipment and information technology infrastructure to serve public administration. Digital platforms for document management, online meetings, data sharing, etc. have been flexibly deployed.
Currently, Thanh An commune has 49 cadres, civil servants and 20 part-time workers. Regarding facilities, due to the inability to arrange a centralized headquarters, the commune temporarily arranges scattered offices in degraded facilities such as the Thanh Binh hamlet cultural house as the commune Party Committee headquarters; the old commune People's Committee continues to be used for the new commune People's Council and People's Committee; the old commune Police Headquarters is used for the commune Vietnam Fatherland Front Committee...
After decentralization, Thanh An commune received and processed 45 administrative procedure files on time. The Public Administration Service Team was established, and staff were assigned to be in charge of receiving and processing people's files, ensuring no interruptions.
Regarding the digital platform, the software systems for document management, operations management, official mailboxes, etc. have been assigned dozens of accounts and are operating smoothly. However, some systems are still in the process of configuration and completion.
According to the leaders of Thanh An commune, the Party Committee of the commune has issued a plan to organize the first Party Congress of the commune, term 2025 - 2030 on August 19 and 20, 2025. Subcommittees serving the congress have been established. Currently, the commune is implementing the collection of opinions from party members and people on the draft political report.
The leaders of Thanh An commune proposed that the Ho Chi Minh City People's Committee decentralize and delegate authority to the commune People's Committee to be the investor of projects invested by the old commune to ensure the progress of public investment disbursement; the Department of Science and Technology should soon deploy document management software for the commune Fatherland Front Committee; allocate funds to upgrade IT infrastructure as proposed; approve the policy of building a new headquarters of the Thanh An commune People's Committee on a new land plot with a scale suitable to the planning and usage needs. At the same time, it proposed that the Prime Minister approve the policy of moving Phu Loi Islet out of the protective forest boundary and deploying a detailed construction plan.
Building Thanh An according to the green, smart commune model
At the meeting, Comrade Dang Minh Thong, Deputy Secretary of the Ho Chi Minh City Party Committee, acknowledged and highly appreciated the efforts of the local Party Committee and government during the process of operating the 2-level local government model after 16 days of operation. Despite many difficulties in terms of traffic, accommodation conditions, and facilities, the collective of cadres and civil servants here have gradually overcome, overcome, and fully implemented the assigned tasks, including preparations for the congresses of Party cells and Party committees at all levels...
Regarding the long-term development orientation of the island commune, Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong emphasized the construction of Thanh An according to the model of a green commune and a smart commune. He requested that the locality must have specific projects, linked to issues such as waste collection and treatment, limiting plastic waste, protecting the marine environment, developing ecological economy, combined with conservation. He also noted the need to promote planning preparation steps to develop the Can Gio international transit port logistics service center, in which planning is a breakthrough that needs to be implemented soon.
Taking note of the proposals and recommendations, comrade Dang Minh Thong said he would report to the Standing Committee of the Ho Chi Minh City Party Committee to support the locality in solving urgent issues, creating momentum for Thanh An to develop strongly in the coming time.
