The Ho Chi Minh City People's Committee has just sent a document to departments, branches, wards, communes, special zones and the Digital Transformation Center requesting to speed up the progress of announcing and publicizing administrative procedures and organizing the operation of the Ho Chi Minh City Public Administration Service Center.
Accordingly, the Chairman of the Ho Chi Minh City People's Committee assigned the heads of departments, branches and sectors to urgently submit to the Chairman of the Ho Chi Minh City People's Committee a decision to announce and publicize the list of administrative procedures, internal procedures for handling administrative procedures, and procedures for receiving and returning results without administrative boundaries for all administrative procedures at the provincial and commune levels, to be completed before July 24.
The Department of Science and Technology is responsible for presiding over and coordinating with the Ho Chi Minh City Digital Transformation Center to advise on a standard model for arranging equipment, information technology, and communications at the Public Administration Service Centers of wards, communes, and special zones.
In which, priority is given to key investment in the activities of 38 local groups (38 branches of the Ho Chi Minh City Public Administration Service Center - PV). The model must meet the requirements of a modern one-stop department, strongly applying information technology to improve the labor productivity of cadres, civil servants, and public employees and best serve the needs of people and businesses, and be submitted to the People's Committee before July 24.
At the same time, coordinate with relevant units to advise on plans to equip information technology, communications, software, and transmission lines to be ready to meet the operational requirements of the Public Administration Service Center and 38 local teams. Complete the investment, procurement, installation, and trial operation before July 26.
The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Home Affairs to preside over and coordinate with relevant departments and the Office of the Ho Chi Minh City People's Committee to review and arrange personnel to work at the Ho Chi Minh City Public Administration Service Center, the Public Administration Service Center in Binh Duong, Ba Ria - Vung Tau and 38 local groups, to be ready for operation from July 31.
The Department of Home Affairs also coordinated with the Office of the Ho Chi Minh City People's Committee, the Digital Transformation Center, and related departments and branches to advise on plans and organize training on professional processes, operational skills, and operation of the Administrative Procedure Information System for the team of leaders, civil servants, and specialized civil servants to receive documents at the Public Administration Service Centers at all levels, to be completed before July 27.
The digital transformation center promptly and fully updates the list of administrative procedures, internal procedures for handling administrative procedures, procedures for receiving documents and returning results without administrative boundaries on the Administrative Procedure Handling Information System, to be completed before July 25.
The Chairman of the People's Committee of the ward, commune, and special zone where the 38 local groups are located shall arrange the working place of the local groups at the commune-level Public Administration Service Center. Therein, at least 5 transaction counters, filing cabinets, and enough tables and chairs for people and businesses to record documents must be arranged, to be completed before July 26.
