Outstanding results
In 2025, the Project completed the development of 8 value chain action plans (VCAPs) for the province's key agricultural products including: coconut, green-skin pomelo, durian, pork, beef, shrimp, seedlings and ornamental flowers. This is an important foundation for synchronous implementation of construction and non-construction activities, and at the same time serves as a basis for effectively mobilizing and integrating local resources in developing smart agriculture and adapting to climate change.
The project has proactively organized and coordinated dialogue forums and seminars to resolve difficulties for cooperatives, especially those producing and trading coconut and fruit products. This is an important part in establishing and strengthening sustainable linkages in production and consumption. The project has implemented activities to support the connection of input and output markets for key agricultural products, thereby contributing to reducing production costs, ensuring stable output, and motivating people to invest and develop production.
These activities not only contribute to improving people's capacity but also create a solid foundation for developing collective economy , producing according to market demand, promoting sustainable poverty reduction models and building new rural areas: developing collective economy, producing according to market demand, implementing poverty reduction models, certifying production areas with growing area codes.
The project coordinates the organization of training courses and specialized training on e-commerce and digital technology application in production and business for people and business households in the value chain. Thereby contributing to increasing the value of agricultural products and expanding the consumption market. The project also coordinates the organization of training courses on legal production and business according to legal regulations; and training on tax procedures for cooperative members.
With the timely attention and support of the IFAD Sponsor and the Provincial People's Committee, the Work Plan and Budget (AWPB) for 2025 of the CSAT Project was approved in February 2025. Immediately after approval, the PMU promptly implemented the contents according to the plan. Up to now, the progress of the implementation of activities is assessed as relatively satisfactory.
Key tasks of the Action Plan
Regarding socio-economic development planning (SEDP), learn from experiences in advanced SEDP or climate change adaptation planning in provinces and leading professional organizations on climate change adaptation; participate in national/regional dialogues, workshops, and events related to planning and development.
The project team surveyed farmers' vegetable growing areas.
On value chain action planning (VCAP) and value chain development workshops/trainings: Capacity building for value chain planning and development; Organizing technical meetings and workshops for VCAP; Organizing appropriate training courses and capacity building workshops with the participation of women and youth; Technical support activities on value chain development and other research.
Regarding infrastructure investment to serve the development of product value chains: Continue to accelerate the progress of transitional projects in 2024 and implement new projects in 2025 to serve the development of agricultural value chains in project communes.
Regarding operation: Receive the IFAD donor's mid-term evaluation delegation to work in the province (September 2025); Organize training courses for PMU staff; organize mid-term evaluation workshops; organize annual evaluation/summary workshops; attend the National Program Evaluation Workshop; purchase equipment, supplies and repair assets; pay salaries, allowances and operate the PMU.
Enhance the effectiveness of integration and mobilization of resources to implement the CSAT Project. To promote the effectiveness and inclusiveness of climate-smart infrastructure, there will be community engagement as well as adaptation efforts and consensus of local authorities. The project integrates public infrastructure investment activities with the activities of project staff; mobilizes and influences cooperatives and enterprises to develop plans to develop production according to the value chain in the construction area, associated with the management, operation and maintenance of the project after the investment is put into use. In addition, attention should be paid to combining capacity building for participants, helping them better understand the impact of the contents of the value chain development plan within the framework of the SEDP master plan, thereby identifying products in the value chain with advantages of the province.
Coordinate with relevant agencies and units to implement activities in line with the objectives of the CSAT Project in conjunction with management linkage, coordination, resource integration and coordination of activities to support sustainable agricultural development adapting to climate change in Ben Tre province. Coordinate with the Provincial National Target Program Coordination Office to integrate funding from national target programs on new rural development and sustainable poverty reduction in conjunction with infrastructure investment resources from the CSAT Project to support the development of diversified livelihoods, value chains and sustainable agricultural and rural economic development.
