Inheriting achievements, establishing Vietnam's prominent position in the international arena

From a war-torn country 80 years ago, Vietnam has now become a country that actively and proactively contributes to the international community, demonstrating an increasingly important and prominent role and position in the international arena, as well as in the current multilateral context.

That was the comment of Master Uch Leang - President of the Cambodian Alumni Association in Vietnam (CAVA), Acting Director of the Department of Asian-African and Middle Eastern Studies of the Cambodian Institute of International Relations (IRIC), Royal Academy of Cambodia (RAC) - when he had a conversation with VNA reporters in Phnom Penh on the occasion of the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

According to the Chairman of CAVA, when it was established in 1945 after the victory of the August Revolution, the Democratic Republic of Vietnam at that time had an extremely difficult and weak economy, due to decades of devastating war. After peace was restored, the Vietnamese people entered the period of building socialism with a spirit of excitement and determination. However, the severe consequences of the war, the subsidy policy and the economic embargo from outside caused great obstacles to Vietnam's economic development at that time.

Faced with that situation, in 1986, the Communist Party of Vietnam boldly implemented the policy of reform and transformation to a socialist-oriented market economy, opening up and integrating into the world. Thanks to that, resources for socio-economic development were mobilized to the maximum, promoting the Vietnamese economy to gradually escape the crisis, becoming increasingly stable and developing sustainably.

Researcher Uch Leang said that after 80 years since the founding of the nation and nearly 40 years of implementing the Doi Moi policy, Vietnam has overcome countless difficulties and challenges, sometimes seemingly insurmountable, to rise strongly, becoming a country with a high economic growth, affirming the country's role and position in the region as well as in the world. He commented: "From a country devastated by war 80 years ago, Vietnam has become a country that actively and proactively contributes to the international community. That demonstrates Vietnam's increasingly important and prominent role and position in the international arena, as well as in the current multilateral context."

According to expert Uch Leang, Vietnam has been integrating internationally more deeply and effectively, achieving many important achievements of strategic significance, creating a new, open foreign situation, favorable for security and development, enhancing its position and role, and at the same time participating in creating and maintaining a peaceful and stable environment, as well as mobilizing external resources to serve national development.

To prove the above statement, the Cambodian researcher cited the diplomatic and foreign affairs achievements of neighboring Vietnam. According to him, Vietnam has so far established a network of comprehensive partnerships, strategic partnerships and comprehensive strategic partnerships with dozens of countries, including major countries and 5 permanent member countries of the United Nations Security Council (UN). Among the countries with close and comprehensive relations with Vietnam, Cambodia, Laos and Cuba are the 3 countries with special relationships.

Mr. Uch Leang stated that, in general, Vietnam has established and maintained diplomatic relations with 194 countries in the world and is an active member of more than 70 international and regional organizations. The Communist Party of Vietnam has established relations with 259 political parties in 119 countries. From this perspective, he said that Vietnam has been playing an outstanding role as a friend and trustworthy partner in the international community.

Mr. Uch Leang clearly remembered that Vietnam had many important initiatives and proposals, actively contributing to the international community, especially in the activities of the Association of Southeast Asian Nations (ASEAN), the United Nations and many other international organizations. Thanks to its active and proactive contributions, Vietnam was elected to the UN Human Rights Council twice. Vietnam also sent troops to join the UN peacekeeping force in Africa, sent rescue forces to Myanmar to support the country in the recent earthquake disaster and called on Cambodia and Thailand to make efforts to resolve border conflicts by peaceful means in the spirit of ASEAN solidarity.

Expert Uch Leang emphasized that Vietnam today has transformed rapidly, becoming a country with strong economic growth, the fourth largest Gross Domestic Product (GDP) in Southeast Asia, ranked 33rd in the world and ready to enter a new stage of development. According to him, all of these will be the basis for the Party, State, People and Army of Vietnam to be determined to move towards the vision of building Vietnam into a high-income developed country by 2045, on the occasion of the 100th anniversary of the founding of the country.
