Currently, Vu Thu commune is managing 3.2 km of national dike belonging to the left dike line of Hong Ha II through the area of Hoa Binh (old) and Dung Nghia (old) communes. In the commune, there is Huong Dien embankment, a key vulnerable point from position K157+700 to K157+900. To proactively respond to storm No. 3 about to make landfall, on the morning of July 21, Vu Thu commune leaders inspected this area and discovered that the embankment was collapsing.

In the field, the leaders of Vu Thu commune requested specialized departments to coordinate with functional forces to regularly inspect and monitor the elevation of the embankment surface and toe, especially at degraded locations with the risk of water seepage; prepare sufficient spare materials (bamboo poles, sacks, stone cages, etc.) to be ready for reinforcement when bad situations occur; strengthen coordination between the militia, commune police, and local village shock troops in situations requiring urgent mobilization.
