Over the years, the emulation movement "For the poor - leaving no one behind" has mobilized the combined strength of the entire political system, strongly promoting the spirit of "Mutual love and support" of the nation to help poor households and households in difficult circumstances in the province rise up. By the end of 2024, the poverty rate in the whole province will decrease to 0.44%.
Part 1: Bright spot in poverty reduction work in Van Giang
In 2023, Cuu Cao commune is the first locality in Van Giang district to have no more poor households. Sharing experiences in implementing poverty reduction work, Mr. Vu Van Loc, Chairman of Cuu Cao Commune People's Committee affirmed: The poverty reduction policy is implemented by the commune in a practical manner, helping poor households have "fishing rods" rather than just "fish". Therefore, the Party Committee of the commune assigns socio-political organizations to grasp the needs of union members and members to support appropriate livelihoods; provide credit with credit institutions to help poor households borrow capital at preferential interest rates and assign cadres and members to accompany and help poor households manage investment capital well. On the other hand, the commune actively propagates and supports poor workers to learn vocational skills and introduce free jobs... Thanks to that, the rate of people of working age with regular jobs in the commune reaches over 96%; in 2024, the average income per capita in the commune will reach over 92.4 million VND/year; The proportion of well-off and rich households accounts for 71%.
From a poor household , thanks to the support of benefactors, Mrs. Pham Thi Voc and her daughter in Long Hung commune (Van Giang) overcame the "death door" and had money to pay for long-term treatment due to work-related and traffic accidents. In 2025, her family received over 70 million VND from all levels to repair their house and sanitation facilities. Mrs. Voc emotionally said: My two children received loans from the Social Policy Bank to cover their study expenses. My eldest daughter is not self-conscious about her disability and has returned to school to continue her studies after the accident. Now, my family is supported by the district to repair the house and is subsidized 1.8 million VND/month. I no longer have to worry about the economic burden and can rest assured to take care of my 95-year-old mother. I am very grateful to the Party, authorities at all levels, and the People for helping my family overcome hardships and difficulties.
Pham Thi Voc (Long Hung commune)
Thanks to the drastic implementation of the emulation movement "For the poor, no one is left behind", in 2024, Van Giang district became the first locality in the province to have no poor households. Mr. Dang Van Quy, Vice Chairman of the Vietnam Fatherland Front Committee of Van Giang district, said: Right from the implementation of the Resolution of the 25th District Party Congress, term 2020 - 2025, the Standing Committee of Van Giang District Party Committee has focused on leading and directing all levels, sectors and localities to promote propaganda, raise awareness and responsibility of the whole society on poverty reduction work; synchronously implement poverty reduction policies according to multidimensional poverty standards to ensure transparency and accuracy. At the same time, the Party Committees and authorities of communes and towns specifically assigned each Party cell, village, and socio-political organization to accompany and support poor and near-poor households with the motto "no one is left behind".
Determined to "finish" the goal of "poverty eradication" early, on April 3, 2024, the Standing Committee of Van Giang District Party Committee issued a resolution on rapid and sustainable poverty reduction in the district in 2024. Immediately after that, the District People's Committee issued and implemented a poverty reduction plan; organized a conference to launch support for the "For the Poor" Fund with the participation of over 100 collectives and individuals and received more than 5 billion VND.
Using socialized resources, from August 2024, the district will provide monthly support to the remaining 91 poor households in the area at a rate of 1.2 - 2.4 million VND/household/month. At the same time, activities to support loans for economic development associated with vocational training, job creation, and replication of poverty reduction models have been entrusted by banks to 1,050 poor households, near-poor households, and newly escaped poverty households to borrow through mass organizations with a total outstanding loan balance of over 104 billion VND; through the local government, the "Great Solidarity" houses supported by philanthropists and businesses "according to the address" have helped poor households and families in difficult circumstances to "settle down" in housing.
At the end of October 2024, the Standing Committee of the Vietnam Fatherland Front Committee of the district advised the District "For the Poor" Fund Mobilization Committee to support 45 poor households with 20 televisions, 10 electric bicycles, 4 clean water works, seedlings, and other essential items; supported 26 poor households to repair houses, build new ones and repair sanitary works with a total amount of over 705 million VND.
Perform target on rapid and sustainable poverty reduction , although Van Giang district also faces many difficulties due to a lack of determination of some cadres and civil servants, fear of difficulties, pushing and avoiding; some people still have the mentality of waiting and relying. However, with the drastic participation of the entire political system and all classes of people, by the end of 2024, Van Giang district will have no more poor households; the number of near-poor households will be only 0.42%.
