In order to effectively implement the Government's Resolution on international integration, in recent times, the Provincial People's Committee has directed agencies, units and localities to proactively research and advise the Provincial People's Committee to promptly issue documents to specify tasks, ensuring that they are consistent with the practical situation of the locality; comprehensively and effectively disseminate the guidelines, policies and strategies of the Party, the Government and the Provincial People's Committee on international integration work, the Free Trade Agreements that Vietnam has signed; directed to promote propaganda to raise awareness and understanding of enterprises about international economic integration (KTQT) and the impact of implementing economic integration commitments...
In fact, the serious and effective implementation of Resolution No. 93/NQ-CP has helped all levels, sectors, cadres, party members, businesses and people of all walks of life fully and correctly perceive Vietnam's open, multilateral and diversified foreign policy, the role and importance of international integration; clearly define the role and responsibility of each sector, field and locality in the process of international integration. Thanks to that, many businesses in the province have known about the opportunities and taken advantage of tariff incentives when exporting to markets of countries with which Vietnam has signed free trade agreements. Typically, Thong Nhat Garment Joint Stock Company, Thu Sy Commune (Tien Lu), in the period of 2023-2025, due to the impact of US-China trade relations, many of the company's orders to the US were canceled during this period, causing a sharp decrease in export output. Taking advantage of opportunities from the Free Trade Agreement and the EU - Vietnam Free Trade Agreement, the company expands its export market to the EU, reducing dependence on the US market.
Mr. Hoang Manh Hung, General Director of Thong Nhat Garment Joint Stock Company, said: Previously, the EU was a potential market for the textile and garment industry but had strict requirements on quality and high standards for goods and services. To effectively exploit this potential market, in addition to investing in modern technology and improving product quality, the company aims to use fabrics originating from countries with Free Trade Agreements with the EU to take advantage of the benefits of the EU - Vietnam Free Trade Agreement while the supporting industry in Vietnam as well as in Hung Yen is still limited.
Mr. Vu Quang Thang, Director of the Department of Industry and Trade, said: To promote international economic integration, in recent years, the province has promoted investment promotion activities abroad. Up to now, the whole province has nearly 640 foreign-invested projects registered to operate with a total investment capital of nearly 9 billion USD. Most of the foreign-invested projects that have been operating have promoted good investment efficiency, production, and business development. Many investment projects have expanded production scale, contributing to solving employment for workers and making positive contributions to the local budget.
Along with that, the province directed the Department of Industry and Trade to increase support for businesses and production establishments to participate in domestic and international fairs and exhibitions to expand product consumption markets. Operate and effectively exploit e-commerce trading floors to connect supply and demand between distributors and consumers. In the period of 2023-2025, the departments, branches and localities of the province have supported nearly 100 businesses to participate in domestic and international fairs and exhibitions.
Every year, the province maintains regular meetings and dialogues with businesses to promptly detect and resolve difficulties and obstacles, ensuring that projects operate effectively and on schedule. Thereby, it contributes to strengthening investors' confidence in the province's investment and business environment, while creating a spillover effect and positive impact on new investors. The province also has open policies and clear commitments on administrative procedure reform to support and help investors access land, labor, finance as well as investment procedures as quickly as possible.
In addition to the outstanding economic results, the provincial authorities have developed many programs, plans, and projects to implement international integration in culture, society,education - training, science - technology, health, etc. In particular, in training and developing human resources, the province has issued preferential mechanisms and policies to attract domestic and foreign higher education institutions to the province; focusing on training high-quality human resources... In recent times, many universities and international educational organizations from other countries have come to research, survey, and operate.
However, Hung Yen's international integration process still has some limitations, namely: the coordination between some sectors and localities in the implementation of reporting and information provision is sometimes not tight and timely. Some production sectors have not been proactive in input materials but still depend on imported materials. The capacity of local enterprises is still limited, not many enterprises can participate in product chains, value chains, supply chains of FDI enterprises to participate in the global supply chain...
In the coming time, the province will continue to thoroughly grasp and specify the tasks and solutions in Resolution No. 93/NQ-CP to enhance awareness among people and businesses. Direct sectors and localities to regularly review issued programs, plans and projects to update new tasks and solutions, synchronously and comprehensively deploy international integration activities in all fields: Politics, economics - trade - investment, education - training, culture - tourism... contributing to promoting rapid, effective and sustainable development, improving people's lives, ensuring political and social stability in the area.
