At the conference, delegates were informed by Comrade Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee of Directive No. 50-CT/TW dated July 23, 2025 on innovation and improvement of the quality of Party cell activities; Regulation No. 339-QD/TW dated July 10, 2025 on the use of electronic Party member handbooks to promote digital transformation in Party work; Conclusion No. 176-KL/TW dated July 4, 2025 on key tasks to improve the quality of grassroots Party organization activities, especially at the commune level.

Chairman of the Provincial People's Committee Phan Huy Ngoc thoroughly grasped the important conclusions of the Politburo and the Secretariat on the organization of the two-level local government apparatus, including: Conclusion No. 177-KL/TW dated July 11, 2025; Conclusion No. 178-KL/TW dated July 17, 2025; Conclusion No. 179-KL/TW dated July 25, 2025. The conclusions emphasized the requirement to continue perfecting the organization of a streamlined, efficient administrative apparatus, in line with the requirements of development and innovation in state management.

Provincial Party Secretary Hau A Lenh thoroughly grasped Resolution No. 69-NQ/TW dated July 19, 2025 of the 12th Central Conference (term XIII). The Resolution sets out 8 major contents of the Party Central Committee, including important contents on: Personnel work, political report of the 14th National Party Congress, new points in practice when implementing the resolutions and conclusions of the Central Committee...

The resolution sets out personnel orientations, structure allocation orientations, criteria, and principles for selecting delegates, and calls on the entire Party, people, and army to strive to fulfill socio-economic goals for 2025 and successfully organize Party congresses at all levels.

He requested that Party committees and authorities at all levels need to carefully review the contents of the Central Committee's resolutions and conclusions related to their agencies, units and organizations to have a specific plan to implement the related contents without waiting for superiors to urge them.

The Provincial Party Secretary noted that Party committees and Party cells need to continue to pay attention to improving the quality of Party cell activities and thematic activities; focus on digital transformation, especially issues related to personnel work to meet the requirements of digital transformation. Party committees and authorities should pay attention to the residence and workplace of cadres after the merger; choose locations and invest in equipment at appropriate Public Administration Service Centers to best serve the people.

The Provincial Party Secretary hopes that the provincial staff will strive to overcome difficulties and promote their responsibilities in their assigned positions. Any change has initial difficulties, so it requires solidarity and unity to carry out the tasks in the best way possible.

Organizing the study and serious and profound understanding of the Central Committee's documents is of special importance in the context that the whole province is actively rearranging the organizational apparatus and preparing for the Party congresses at all levels for the new term.

Party committees, Party organizations, agencies and units need to urgently develop implementation plans to ensure that the resolutions, directives and conclusions of the Central Committee are effectively put into practice, contributing to building a strong provincial Party Committee, developing the socio-economy, and maintaining national defense and security in the area.
