On July 11, within the framework of attending the 58th ASEAN Foreign Ministers' Meeting (AMM) and related meetings in Malaysia, Deputy Prime Minister and Foreign Minister Bui Thanh Son met with many leaders of partner countries such as the US, EU, UK, Pakistan, China, Algeria, Australia, Japan and Switzerland.
At the meeting with US Secretary of State Marco Rubio, both sides expressed their joy that the meeting took place on the occasion of Vietnam and the US celebrating 30 years of establishing diplomatic relations.
Deputy Prime Minister and Minister Bui Thanh Son and Foreign Minister Marco Rubio reviewed the progress in bilateral relations, affirming that bilateral relations have achieved remarkable progress in many areas over the past 30 years, and the framework of the Comprehensive Strategic Partnership is increasingly substantive and effective.
The two ministers also discussed measures to further deepen bilateral relations, including promoting visits and contacts at all levels, especially high-level; implementing high-level agreements and effectively implementing existing bilateral cooperation mechanisms; and agreeing to actively coordinate in organizing activities to celebrate the 30th anniversary of the establishment of diplomatic relations between the two countries.
Affirming that economy continues to be an important driving force of bilateral relations, the two sides agreed to build balanced, stable, harmonious and sustainable economic, trade and investment cooperation, and resolve difficulties for the common interests of the two countries.
Deputy Prime Minister and Minister Bui Thanh Son asked the US to support Vietnam in its efforts to promote innovation, digital transformation, develop high-tech supply chains, and train high-quality human resources; and highly appreciated the US's goodwill and coordination in supporting projects to overcome the consequences of war in Vietnam.
For his part, Mr. Rubio affirmed that he values the relationship with Vietnam, wishes to continue promoting cooperation with Vietnam in many fields, coordinate to resolve remaining issues, continue to support Vietnam in overcoming the consequences of war, considering this a testament to trust and a symbol of the development of the relationship.
The two sides also discussed regional and international issues of mutual concern. Deputy Prime Minister and Minister Bui Thanh Son suggested that the US continue to play an active role in maintaining peace, stability, cooperation and development in the region. The US Secretary of State affirmed that the US supports ASEAN's central role and continues to promote cooperation within the framework of the ASEAN-US Comprehensive Strategic Partnership.
The two sides also discussed the East Sea issue and agreed on the importance of peace, security, stability, freedom of navigation and aviation in the region, and the settlement of disputes through peaceful measures in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
During the meeting with Vice President of the European Commission (EC), EU High Representative for Foreign Affairs and Security Policy Kaja Kallas, the two sides appreciated the positive developments in bilateral cooperation, especially in trade and investment.
Vietnam proposed that the EU soon ratify the Investment Protection Agreement (EVIPA), remove the yellow card on Vietnamese seafood, and increase technical support in the fields of green and digital transformation. The EU reaffirmed its importance to its relations with Vietnam and its desire to deepen cooperation in many areas.
At a meeting with British Foreign Secretary David Lamy, Deputy Prime Minister Bui Thanh Son shared plans to develop financial centers in Ho Chi Minh City and Da Nang, asking the UK to provide experience and encourage businesses to participate in related projects. The two sides agreed to promote trade, investment and cooperation in new areas such as clean energy, education and training of high-quality human resources.
At a meeting with Deputy Prime Minister and Foreign Minister of Pakistan, Senator Mohammad Ishaq Dar, Deputy Prime Minister and Foreign Minister Bui Thanh Son assessed that the Vietnam-Pakistan friendly cooperation continues to develop well, with positive cooperation results in a number of areas such as trade, tourism and people-to-people exchange.
The two sides agreed to maintain high-level delegation exchanges, promptly negotiate a free trade agreement, coordinate the effective implementation of legal agreements, and expand cooperation in potential areas such as oil and gas, telecommunications, electric vehicles, and food processing.
For his part, Deputy Prime Minister and Minister Mohammad Ishaq Dar positively acknowledged the proposal to support Vietnam's candidate for the position of Judge of the International Tribunal for the Law of the Sea (ITLOS) for the 2026-2035 term and hoped that Vietnam would support Pakistan to become a full Dialogue Partner of ASEAN.

Previously, on July 10, Deputy Prime Minister and Foreign Minister Bui Thanh Son had a bilateral meeting with Chinese Foreign Minister Wang Yi. Here, the two sides had an in-depth and comprehensive exchange of opinions on the bilateral relations and international and regional issues of mutual concern in a sincere and friendly atmosphere.
Minister Wang Yi congratulated Vietnam on successfully implementing the revolution of streamlining the apparatus and preparing for the upcoming 14th Party Congress.
The two ministers affirmed the importance of the Vietnam-China relationship in each country's foreign policy; agreed that the bilateral relationship continues to develop positively, especially through high-level contacts, people-to-people exchanges and increasingly extensive local cooperation, contributing to strengthening political trust and friendly neighborly relations.
The two sides agreed to strengthen coordination to effectively implement high-level agreements, maintain regular high-level contacts, and promote bilateral cooperation mechanisms, including the 17th Meeting of the Vietnam-China Bilateral Cooperation Steering Committee in 2025.
The two sides agreed to continue to effectively implement the agreements reached in specific areas, focusing on promoting strategic connectivity in transport, giving high priority to railway connectivity cooperation; improving the operational efficiency of working groups in various fields and promoting cooperation in innovation; closely coordinating in border management and protection and building a peaceful, friendly and cooperative border.
Regarding maritime issues, the two sides emphasized the importance of seriously implementing the agreements and common perceptions of the high-ranking leaders of the two Parties and two countries; fully, comprehensively and effectively implementing the Declaration on the Conduct of Parties in the East Sea (DOC); and coordinating with ASEAN to soon reach a substantive, effective and efficient Code of Conduct in the East Sea (COC) in accordance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
At a meeting with Algerian Foreign Minister Ahmed Attaf, the two leaders agreed to strengthen bilateral cooperation in traditional areas such as oil and gas, trade, agriculture, as well as expand into new areas such as the Halal industry and pharmaceuticals. The two sides agreed to continue promoting delegation exchanges at all levels, coordinate at multilateral forums such as the United Nations and the Non-Aligned Movement, and strengthen South-South cooperation.
At the meeting with the Australian Foreign Minister, the two sides appreciated the substantive development of the Comprehensive Strategic Partnership and agreed to strengthen cooperation in the fields of labor, education, clean energy, digital and green transformation.
Vietnam suggested that the two countries actively implement the MoU on labor in the agricultural sector, discuss towards signing the MOU on digital economy; Australia should soon increase quotas, expand opportunities for highly skilled Vietnamese workers in areas such as health care, tourism services and IT as well as create favorable conditions for Vietnamese students to study in Australia.

Foreign Minister Penny Wong affirmed that Vietnam is an important partner of Australia in the region and the two sides cooperate closely on regional and international strategic issues; agreed that Australia should increase the sharing of experience and technology with Vietnam on green transformation, building carbon markets, digitalization and emerging technologies.
On the regional and international front, Deputy Prime Minister and Minister Bui Thanh Son affirmed that Vietnam highly appreciates Australia’s role, contributions and commitments to the Southeast Asian region, including the East Sea issue; and encourages Australia to cooperate more closely with the Mekong Sub-region countries for the sustainable development of the Sub-region. The two sides agreed on an approach that promotes and complies with international law, thereby joining hands to contribute to peace, stability and cooperation in the region and the world.
Meeting with Japanese Foreign Minister Iwaya Takeshi, the two sides expressed their delight at the positive and increasingly substantive and effective development of the Comprehensive Strategic Partnership between the two countries in all areas, thereby strengthening political trust and maintaining good growth momentum in trade and investment cooperation.
For its part, Vietnam asked Japan to continue supporting it in the fields of transport infrastructure, energy, new-generation ODA, semiconductor technology and high-quality human resource training.
In addition, the two sides agreed to jointly promote the implementation of new cooperation pillars in science and technology, innovation and high-quality human resource training.
Foreign Minister Takeshi affirmed that Japan will actively support Vietnam in developing the semiconductor industry and training high-quality human resources in new fields such as digital transformation, green transformation, science and technology, Artificial Intelligence (AI), etc.
At the meeting, the two sides also discussed regional and international issues of mutual concern, especially promoting cooperation between the Association of Southeast Asian Nations (ASEAN) and Japan and Mekong-Japan cooperation to become increasingly substantive and effective.
At the meeting with Swiss Foreign Minister Ignazio Cassis, the two sides appreciated the positive developments in bilateral relations, demonstrated through delegation exchanges and high-level contacts in recent times, especially the talks between Prime Minister Pham Minh Chinh and President Karin Keller-Sutter on the sidelines of WEF Davos 2025.
Deputy Prime Minister Bui Thanh Son affirmed that Vietnam is ready to cooperate to promote negotiations on the Vietnam - EFTA Free Trade Agreement, emphasizing that the two economies are complementary and trade cooperation will bring practical benefits to both sides.
Foreign Minister Ignazio Cassis agreed with Vietnam’s viewpoint, expressing his desire to expand cooperation in many fields and promote the settlement of outstanding issues towards the early conclusion of negotiations between the two regions. In addition, the two sides also discussed international and regional issues of mutual concern./.
