Accordingly, the Tax Department requires regional tax branches, large enterprise tax branches and e-commerce tax branches to establish standing units and publicize hotlines to quickly receive information, feedback and promptly guide and resolve difficulties and problems of organizations and individuals in the tax field when implementing the organization of the apparatus according to the 2-level local government organization. Local tax authorities establish standing units to support taxpayers, responsible for receiving, guiding, supporting and promptly answering reflections, recommendations and problems of organizations, individuals and taxpayers arising during the implementation of the organization of the apparatus according to the 2-level local government organization. In cases beyond their authority, the standing units at the units shall promptly summarize and report to the Tax Department for consideration or propose competent authorities to handle according to their functions and tasks.

At the same time, strengthen discipline, administrative discipline, internal inspection and supervision work and improve public service ethics to prevent negative manifestations in the performance of public duties, causing trouble, harassment, affecting the legitimate rights and interests of taxpayers.
In addition, the Tax Department requests that units continue to review and complete documents, procedures, organize staffing, promptly arrange sufficient personnel and necessary machinery and equipment to serve people coming to work, not to let any administrative procedures be delayed due to the reason of apparatus transition; arrange officers and civil servants on duty to promptly explain and guide taxpayers on documents that are still uncertain about the authority to handle.
During the period of transforming the organizational model, tax authorities at all levels enhance their responsibility to best serve taxpayers and increase propaganda so that the business community and taxpayers know about the new organizational model (34 regional tax branches), ensuring modernity, streamlining, improving operational efficiency while still maintaining transparency in tax management.
The tax authority affirms that in addition to the standing unit and hotline organized by tax authorities at all levels to promptly support taxpayers in the process of organizing and rearranging the apparatus, the tax authority does not authorize any individual outside the tax sector to carry out procedures related to the collection and payment of the state budget, especially in newly reorganized areas. At the same time, it warns taxpayers that in case of receiving contacts with signs of fraud, they should contact the tax authority directly through official channels or local law enforcement agencies for support, avoiding being taken advantage of by scammers.
