This is the largest and longest-running English communication popularization project in the province to date (from 2022 to 2027). The program is a combination model between 3 parties: the State, businesses, and people. In which, Khanh Hoa Provincial People's Committee presides, the Provincial Youth Union is the standing agency, Vingroup Corporation sponsors the funding, VinUni implements the program with the main force being the Khanh Hoa People Speaking English Project Management Board. The flexible and unified combination between the parties ensures the effective operation of the program and builds a sustainable foundation for the program's long-term development.

Diverse and flexible learning methods
The Khanh Hoa People Speak English program is implemented based on three main pillars. That is, organizing training in the form of club activities, combining learning and practical experience through activities such as games, competitions, and groups, thereby creating a close and accessible environment for learners. Second, the program builds a concise, learner-centered curriculum, flexibly designed to suit the level, profession and needs of each diverse group of people, from officials and employees of departments, branches, primary school students, students, traders, drivers, service staff to the elderly, people with disabilities, orphans, people in difficult circumstances... Third, the program promotes communication on many platforms through singing competitions, speaking competitions, game shows, food fairs, English video clip making contests... to spread the spirit of learning English to the community.
After 3 years of implementation, the program has reached a large number of people in 6/8 districts, towns and cities in the province. English classes are flexibly organized from in-person to online, applying technology through the EZ English app, community classes, specialized classes..., helping people to learn anytime, anywhere. In particular, diverse learning methods, not requiring complex facilities and focusing on training local volunteers have contributed to maintaining the autonomy and wide spread of the program.
Not only improving foreign language proficiency, the Khanh Hoa People Speaking English Program also integrates environmentaleducation , preserving local culture and national history into learning activities, thereby arousing pride, civic responsibility and encouraging people to become cultural ambassadors in the eyes of international friends. Trainees are not only learners but also become inspirations, leading the learning community through roles such as: English club manager, coach, media ambassador...

Aiming to expand nationwide
With a 10-year vision, the Khanh Hoa People Speaking English Program aims to become a nationwide English popularization model, spreading from Khanh Hoa to other provinces and cities, especially localities with tourism development potential. This is a strategic step in enhancing national competitiveness, contributing to deeper integration into the world economy. By making the most of local resources, combining technology, taking advantage of digital tools, active learning methods and a simple, easy-to-operate organizational model, the program has demonstrated its ability to expand and replicate in all regions.

According to the representative of the Khanh Hoa People Speaking English Project Management Board, this is not just a simple educational program, but a journey to change community awareness. Thereby helping to shape a lifelong learning culture, enhance people's confidence and initiative in communicating with international friends, while creating a professional, civilized and friendly tourism environment.
According to the roadmap, the Khanh Hoa People Speaking English Program aims to benefit about 800,000 people in the 5 years of project implementation. By the end of phase 3 (end of June 2025), more than 300,000 people will benefit from the program's activities. In the 10-year vision, the program will spread nationwide with an expected 15 million beneficiaries.
