Prime Minister proposes JBIC to finance energy transition and resolve difficulties at Nghi Son oil refinery project

On the morning of June 29, at the Government Office, Prime Minister Pham Minh Chinh received Mr. Maeda Tadashi, Chairman of the Board of Directors and associates of the Japan Bank for International Cooperation (JBIC) who is visiting and working in Vietnam. Also attending were leaders of relevant ministries and branches of Vietnam and Japanese Ambassador to Vietnam Ito Naoki.

Pleased to meet again with JBIC Bank Chairman Maeda Tadashi, Prime Minister Pham Minh Chinh believes that after each meeting, the cooperative relationship between the two sides will progress and become more effective. Recalling the meetings with high-ranking Japanese leaders over the years, the Prime Minister affirmed that the Vietnam - Japan relationship has been developing well on the basis of sincerity, trust and effectiveness. In particular, the Vietnam - Japan Comprehensive Strategic Partnership, after nearly two years of upgrading, has developed strongly and effectively and is at its best stage.

Affirming that Vietnam thanks and always appreciates Japan for always sharing and supporting Vietnam, the Prime Minister said that recently, when learning about Japan's interest in rice, Vietnam proposed to be ready to strengthen cooperation and support to ensure food security with Japan.

Prime Minister Pham Minh Chinh acknowledged and highly appreciated JBIC's support in participating in policy dialogues, providing many loans to promote Japanese investment in Vietnam through important infrastructure and energy projects, as well as loans to support investment projects of Japanese small and medium enterprises in Vietnam. Most recently, JBIC provided a loan of more than 800 million USD for the Block B Gas Development Project, helping this project to restart.

The Head of Government requested JBIC to continue to support Vietnam in the field of green transformation, including early implementation of loan support for Japanese enterprises to implement the list of 15 green transformation projects in Vietnam with a scale of more than 20 billion USD within the framework of the Asian Zero Emission Community (AZEC) announced on the occasion of Prime Minister Ishiba's official visit to Vietnam in April 2025.

Providing information on the situation and development orientation of Vietnam, especially the "revolution" in the organization of the apparatus, the organization of two-level local governments and the "four pillars", striving to achieve the growth target of 8% or more this year and double digits in the following years, as well as implementing three strategic breakthroughs to achieve two 100-year goals in 2030 and 2045, the Prime Minister said that Vietnam is implementing many large infrastructure projects that are of a situation-changing and state-changing nature, such as expressway, seaport, airport projects, especially urban railways, high-speed railways, and nuclear power; requesting JBIC and Japanese enterprises to support capital, technology, human resource training and research to participate in these projects.

In particular, according to the Prime Minister, the Nghi Son Refinery and Petrochemical Complex Project (NSRP), a joint venture between Vietnamese, Kuwaiti and Japanese enterprises, is currently profitable for all parties involved, while the Vietnamese side is suffering from prolonged losses. Informing that, in response to the Prime Minister's proposal to restructure the project, the parties have agreed and implemented organizational and personnel restructuring, input restructuring, and power source restructuring, Prime Minister Pham Minh Chinh requested JBIC, as the largest capital provider for the project, to coordinate and persuade the parties to restructure the finances of this project, ensuring the project operates effectively and implements phase 2 of the project, in the spirit of "harmonized benefits and shared risks".

Expressing his sincere thanks to the Prime Minister for taking the time to receive the delegation, Chairman of JBIC Maeda Tadashi highly appreciated Vietnam's remarkable development in recent times, with its increasingly high prestige, especially the important decisions of the Politburo recently, including policies on private economic development, or energy conversion...

The Chairman of JBIC Bank said that with the good relationship between Vietnam and Japan and with the political determination between the two countries' senior leaders, JBIC is ready and will support loans for Japanese enterprises to implement green transformation projects in Vietnam within the framework of AZEC.

In addition, JBIC and Japanese enterprises are ready and willing to participate in infrastructure projects in Vietnam, implementing projects according to the urban development model oriented towards public transport development (TOD). In particular, Japanese enterprises have a lot of experience and therefore want to participate in implementing Vietnam's high-speed railway project.

Regarding the handling of difficulties at the Nghi Son Refinery and Petrochemical Complex Project, Chairman Maeda Tadashi said that JBIC has been working actively with all parties to find solutions to the problems according to the Prime Minister's opinion; committed to making every effort to resolve the difficulties at the project, ensuring "harmonious benefits and shared risks" as mentioned by the Prime Minister.
