The most glorious era in the history of the Vietnamese people

Exactly 80 years ago, the Declaration of Independence on September 2, 1945 marked the birth of the Democratic Republic of Vietnam - the first democratic state in Asia, a brilliant milestone in history, opening a new era of the Ho Chi Minh era - the most brilliant era in the thousands of years of history of our nation, truly of great stature, sublimating the Vietnamese nation, from tradition to modernity.

Since then, with 30 years of building a democratic republic and a great resistance war to protect the country, we unified the country on April 30, 1975.

However, the border wars in the Southwest and the North and the economic embargoes by the West that took place over the next 10 years made it possible for the country to only truly begin the process of nation building about 4 decades ago.

After nearly 40 years of renovation, the country has achieved many comprehensive and significant results, contributing to socio-economic development and enhancing the country's position in the international arena like never before.

Currently, Vietnam's GDP has reached over 475 billion USD, ranking 33rd in the world in terms of GDP size and being in the top 5 countries with the fastest economic growth in the world. Moreover, in that process, Vietnam has gone from being a target to becoming a subject of security issues in the world when it recently assumed the role of President of the United Nations Security Council twice.

Regarding the socio-economic development strategy, some people still have the viewpoint of emphasizing the important geo-strategic position of the country, so our country is devastated by war and many natural disasters, difficult conditions, affecting socio-economic development, ensuring national defense - security and the cause of protecting the Fatherland. Meanwhile, they have not clearly recognized the resources for socio-economic development of the country - this is the decisive factor in creating strength to build and firmly protect the Fatherland.

However, in reality, there is an increasing majority consensus on the model of quantifying the five resources and that will be a creative application to effectively implement the lesson of building a nation while preserving it. Sustainable development to move towards a prosperous society requires quantitative management, mobilization, effective use and, most importantly, increasing all five basic capital sources (financial, social, product, human and including natural capital, which is often depleted due to economic production activities). In other words, we must be proactive and manage the nation's resources well.

According to economists, to achieve this ultimate goal, there needs to be a comprehensive economic - social - environmental development strategy including four basic contents:

First, sustainable economic management. Effective management of resources means building and implementing good plans to enhance the five capital assets, instead of degrading them. Perhaps, these should also be the core contents in the plans, strategies, and visions in the national master plan of the Government, from the central to local levels and including the business community, in order to implement socio-economic development goals consistently and proactively avoid negative phenomena such as waste, corruption, bureaucracy, etc. and especially to achieve economies of scale.

Second, proactively promote resources. In the model of 5 resources, only 2 resources, human and social, have the characteristic of proactively promoting all resources for economic and social development and innovation. Good management of these 2 resources is the biggest difference that determines whether a country is developed or developing. In particular, human capital is considered the most important asset of any country.

Regarding human resources, it is necessary to focus on developing the private economy and the business community in successfully implementing Resolution No. 68-NQ/TU dated May 4, 2025 of the Politburo to perfect the market economy, liberate the instinct of people's limitless desire to rise up, because "demand" will promote "supply", the commodity society will develop dramatically and dramatically.

In addition, it is necessary to build and train a team of entrepreneurs with ethics, business culture, honesty, integrity, social responsibility, associated with national identity, approaching the quintessence of world business culture, carrying within them the aspiration to build a rich, powerful, prosperous country. Taking ethics and business culture as the core and promoting the spirit of respect for the law.

Regarding social resources, in the sense of a powerful source of capital that determines the civilization and quality of social development through solidarity, innovation in institutional building and effective linkage of political and social forces. This is widely recognized in the world today when the 2024 Nobel Prize in Economics was awarded to three economists: Daron Acemoglu, Simon Johnson and James A. Robinson, for their contributions to the study of the role of institutions in national prosperity.

In Vietnam, the greatest lesson about social resources in the first renovation was the institutional innovation from an egalitarian to an equitable mechanism, which transformed our country's agriculture from a crisis of shortage to a surplus and a leading exporter of agricultural products. This was also the beginning of the transformation from a planned economy to a market economy. Therefore, it is necessary to promote the innovation of law making and enforcement in the spirit of Resolution No. 66-NQ/TU dated April 30, 2025 of the Politburo to meet the requirements of national development in the new era of streamlining and rearranging the institutions and government apparatus from the central government to provinces and cities to ensure the effectiveness of social resources.

Third, international economic integration. Upgrading, opening up and deepening international relations through bilateral economic institutions with comprehensive strategic partners is not only a condition for market expansion but also a foundation for Vietnam to move to a stage of high-quality integration, consolidating the country's position in the global value chain. This is a "double lever" - both developing economic breakthroughs, diversifying risks, and positioning Vietnam as a reliable, attractive and responsible partner in the international economic community towards strongly implementing Resolution No. 59-NQ/TU dated January 24, 2025 of the Politburo on international integration in the new situation.

Fourth, science and technology. In today's era, the country's economic management must achieve two main goals: increasing labor productivity and improving people's quality of life, through good management of resources for socio-economic development.

The 4.0 and 5.0 revolutions with the core of artificial intelligence (AI) technology competition based on standards and production processes with an efficient product supply chain to create high-tech product resources (including dual-use products serving both socio-economic and defense-security purposes).

Product standards not only enhance economic competitiveness, but can also positively influence social capital by promoting trust, collaboration and knowledge sharing among stakeholders. When products meet established standards, consumers are more likely to trust the product and brand, leading to stronger social connections and a sense of collective well-being. This can translate into increased social capital within communities and even globally.

Science and technology today are truly an opportunity for rapid increase in productivity and quality of life for all people, therefore it is necessary to build and develop a society with a progressive, free, equal and democratic environment to lay the foundation for breakthroughs in science, technology, innovation and national digital transformation development as set out in Resolution No. 57-NQ/TU dated December 22, 2024 of the Politburo.

By implementing the above strategic contents well, we will certainly successfully carry out the advice of President Ho Chi Minh during his lifetime: "The Hung Kings have built the country, we, your descendants, must work together to protect the country" and above all, will bring the nation, which is heading towards the 100th anniversary of the founding of the country, to truly enter the most brilliant and glorious era of development in the history of Vietnam.
