Land records increase dramatically

Although the procedures have not changed, due to the "foreseeable" mentality, many people in Ba Ria - Vung Tau rushed to do real estate paperwork.

According to statistics from the Land Registration Office of Ba Ria - Vung Tau province, in the first 5 months of 2025, the whole province received more than 69,000 land records. Notably, May recorded a sudden increase with 26,062 records, an increase of nearly 3,700 records compared to the same period in 2024.

Records at the one-stop shop of Ba Ria City in early June 2025 show that every day there are dozens of people coming from early morning to wait to complete land-related procedures. Many people hold stacks of papers in their hands, others take the opportunity to look up information on the phone, while the staff receiving the documents work tirelessly.

Ms. Nguyen Thi Hanh, living in Ba Ria City, said that before the information about the province's merger, she was worried that the land records and procedures would be complicated, and that she might even have to go to the center of Ho Chi Minh City to do the paperwork, which would be both time-consuming and costly, not to mention that if the procedures changed or became more complicated, it would be very inconvenient.

According to the Ba Ria City Land Registration Office Branch, from January to May 31, the unit received 7,078 land-related records, an increase of 10% over the same period last year. In April alone, the number of records reached the highest level with 1,866 records, of which records of land use rights transfer accounted for more than 30%.

Not only Ba Ria City, other localities in the province also recorded a similar situation. Many people - especially the elderly or those living in rural, remote and isolated areas - are afraid that the merger of administrative units will change the agency receiving documents, the geographical distance will be further, while the ability to access information or use technology is still limited. Mr. Tran Anh Dung, residing in Xuyen Moc district, shared: "In the past, whenever there was work related to land documents, I only had to go a few kilometers to the district People's Committee to do the documents. If I have to go to Ho Chi Minh City to do it later, it will be very inconvenient, especially for the elderly who have to depend on their children and grandchildren to take them there."

An officer receiving documents in Xuyen Moc district said that recently many people have come to inquire and ask for advice on land procedures even though they do not really need it, but only because they are worried that the paperwork will be more complicated later. "We have to constantly explain that the procedures have not changed and the merger does not affect the rights or legality of the people," said the officer.

No administrative barriers

Faced with the increasing number of applications and people's concerns, the Land Registration Office of Ba Ria - Vung Tau province said that the merger of provinces and cities will change the authority and agencies receiving land applications, but land procedures will remain unchanged. People can carry out procedures at alternative agencies such as the Land Registration Office, Land Registration Branch, Commune People's Committee or other agencies.

According to the Land Registration Office of Ba Ria - Vung Tau province, after the merger of administrative units, land records information may need to be adjusted, for example, changing land plot information, land user information... but it is not mandatory to do it all at once. The adjustment mainly depends on the needs of land users or when performing administrative procedures related to land. The issued records still have the same legal value as before, there is no need to redo them.

In addition, in the context of the National Assembly consulting on amendments to the 2013 Constitution, related regulations such as the Land Law, decrees and guiding circulars are also being re-drafted to suit the new post-merger government model. However, according to the affirmation of the Provincial Land Registration Office, this process will not interrupt the current land administrative procedure settlement activities.

The Department of Agriculture and Environment of Ba Ria - Vung Tau province has requested branches to proactively increase human resources during peak hours, shorten internal processing time, and apply information technology to quickly look up and update records. Thanks to that, despite the high number of records, according to the Provincial Land Registration Office, the rate of correct and early payment in the whole province is still over 98%. It is important to strengthen communication work so that people clearly understand the nature of the administrative unit merger as well as their rights are not affected. At the same time, continue to improve administrative procedures towards simplification, transparency and convenience.

Vice Chairman of the People's Committee of Ba Ria - Vung Tau province Dang Minh Thong signed a document requesting departments, branches, localities and communes and wards to be transparent, digital, automated, apply artificial intelligence and big data in implementing administrative processes and procedures, especially land, planning, investment, construction, etc.

Convenient and transparent

Since June 9, when the new wards of Binh Duong began their trial operation, there have been no reports of people and businesses crowding to fill out paperwork. Mr. Nguyen Van Tuan, a resident of Thu Dau Mot City, said that on June 12, he went to fill out paperwork to apply for a house number, and when he arrived at the old ward, he was still enthusiastically guided and received his paperwork as usual. At the same time, the staff at the one-stop-shop department instructed him and the people who wanted to submit their paperwork to the ward or the city's Public Administration Center were all welcome, and both places would forward the paperwork to the relevant departments after receiving it.

An official from the Binh Duong Provincial Public Administration Center said that the locality has now implemented 100% of administrative procedures without administrative boundaries. People can go to any public administration service center in the nearest commune or ward to carry out procedures.

This is also a preparatory step of Binh Duong province so that when it merges into the new Ho Chi Minh City, people do not have to go to Ho Chi Minh City to submit documents. At the public administrative service centers, there are equipment, volunteers, and members of the community digital technology team to guide and support people and businesses in carrying out administrative procedures.
