In a newly issued announcement, Deputy Prime Minister Tran Hong Ha requested to mobilize all resources to develop strategic airport infrastructure, connecting Gia Binh airport with Hanoi.

The Government Office has just issued a Notice of the conclusion of Deputy Prime Minister Tran Hong Ha at a meeting on the special mechanism for investment in the construction of the road connecting Gia Binh airport with Hanoi.

Accordingly, the People's Committee of Hanoi City and the People's Committee of Bac Ninh Province are assigned to proactively prepare investment and implement projects in the area according to their authority, ensuring the progress of project commencement and completion according to the direction of the Government Standing Committee.

"Urgently and thoroughly study the provisions of current laws. If it is necessary to apply specific mechanisms, it is necessary to clarify the reasons for the proposal, assess the impact to ensure investment efficiency, avoid corruption, group interests, loss, waste, and negativity, and send it to the Ministry of Construction before June 18, 2025," Deputy Prime Minister Tran Hong Ha requested.

In addition, the People's Committee of Bac Ninh province must urgently and proactively coordinate with the Ministry of Construction to establish an investment policy for BT projects in the area to submit to the National Assembly in case this BT project has criteria belonging to an important national project (land use requires changing the purpose of land use for rice cultivation from two crops or more with a scale of 500 hectares or more).

"The submission to the competent authority of the investment policy and specific policies and mechanisms for the project must be in accordance with the direction of the key leaders, focusing on mobilizing all resources to develop the airport's strategic infrastructure and connect Gia Binh airport with the capital Hanoi. Do not propose other infrastructure under the authority of the locality or not yet included in the national planning or national sector planning.

"We must carefully consider the investment efficiency of the project, ensure social order and stability, and avoid taking advantage of loopholes in policy mechanisms and group interests," Deputy Prime Minister Tran Hong Ha emphasized.

In this announcement, the Deputy Prime Minister also decided to add Gia Binh airport to the master plan for the development of the national airport and seaport system for the 2021-2030 period.

Specifically, the Ministry of Construction is assigned to urgently preside over synthesizing proposals from localities and opinions from relevant ministries and branches; including reviewing current regulations, draft legal documents expected to be approved by the 15th National Assembly at the 9th Session and the Government is preparing to issue them effective from July 1, 2025 to study, propose solutions, and report to the Prime Minister before June 19, 2025.

The Ministry of Construction needs to urgently preside over and coordinate with the Ministry of Public Security to adjust and supplement the Gia Binh airport planning according to the simplified process and procedures into the Master Plan for the development of the national airport and seaport system for the period 2021 - 2030, with a vision to 2050, as a basis for preparing the project investment policy to submit to the National Assembly.

According to the proposal of the Hanoi People's Committee, the route connecting Gia Binh International Airport with the capital starts from Gia Binh International Airport and ends at the intersection of the route connecting Tu Lien Bridge approach road with Hanoi Ring Road 3. The total length of the route is about 35.43km.

The route from Gia Binh International Airport to Kenh Vang Bridge to Hai Duong will be implemented under a separate investment project of Bac Ninh province.

In Hanoi, the route is 14km long, 120m wide, of which the 7km section from the Bac Ninh - Hanoi border to the intersection between Hanoi's Ring Road 3 and Hanoi - Lang Son Expressway will be newly built.

The 7km section from the intersection between Hanoi's Ring Road 3 and Hanoi - Lang Son Expressway to the intersection of the road connecting Tu Lien Bridge approach road with Hanoi - Thai Nguyen Expressway (coinciding with Hanoi's Ring Road 3) will be upgraded from a cross-section of 35m to a cross-section of 120m.
