At 8:00 a.m. on August 2, 2024, the upstream water level of Son La Lake was at elevation 203.45m; inflow to the lake was 9,220m3/s, discharge was 2,936m3/s. The upstream water level of Hoa Binh Lake was at elevation 102.15m; inflow to the lake was 3,355m3/s, discharge was 3,855m3/s. The upstream water level of Tuyen Quang Lake was at elevation 109.73m; inflow to the lake was 2,331m3/s, discharge was 670m3/s.

Implementing the inter-reservoir operation process on the Red River basin in Decision No. 740/QD-TTg of the Prime Minister, on the morning of August 2, the Ministry of Agriculture and Rural Development issued an official dispatch, ordering the Director of Son La Hydropower Company, the Director of Hoa Binh Hydropower Company and the Director of Tuyen Quang Hydropower Company to carry out the regulation operation.

Specifically, the Ministry of Agriculture and Rural Development requested the Director of Son La Hydropower Company to open one bottom spillway gate of Son La reservoir at 12:00 on August 2, 2024 and open the second bottom spillway gate at 14:00 on August 2, 2024.

The Ministry of Agriculture and Rural Development also ordered the opening of the second bottom spillway gate of Hoa Binh Hydropower Reservoir at 6:00 p.m. on August 2, 2024; at the same time, opening a bottom spillway gate of Tuyen Quang Hydropower Reservoir at 12:00 p.m. on August 2, 2024.

To ensure safety for construction works and riverside activities, the same morning, the Ministry of Agriculture and Rural Development sent an official dispatch to 14 provinces and cities in the Red River - Thai Binh system (including Hanoi), requesting that organizations immediately notify authorities at all levels, people, and organizations operating on rivers and along rivers to proactively take preventive measures to ensure safety for people and property.

At the same time, localities directed relevant agencies and units to coordinate with the reservoir owner to find solutions to ensure safety for curious people approaching the flood discharge area. At the same time, regularly report on the flood situation and reservoir operations to the Ministry of Agriculture and Rural Development to have timely management plans, ensuring absolute safety for the reservoirs, dams and downstream areas.
