At Command 86, the changes from the model of "5 good Party Committees and Party Cells" and "5 good Party Members" are demonstrated by work efficiency. Many initiatives, technical improvements, and specialized software have been born from the ideas of young Party members in the Party cells. Among them, the topic "RS26 Remote Information Security Incident Response Support System" by Captain Le Huynh, Team Leader of Team 10, Cluster 23, Center 286 is a typical example. At the time of the Covid-19 outbreak in Ho Chi Minh City, when direct handling was limited, there was a risk of attacks on military computer systems to collect confidential data in cyberspace.

Based on the practical requirements of the task, Le Huynh developed a remote control tool to help control the network system without leaving his position. He recalled: “The initial idea was presented to me during a party cell meeting. Thanks to the collective’s comments, criticism, and step-by-step improvement, I was able to turn the idea into a practical product. For me, the party cell is the place where initiatives are nurtured.” The project was then accepted by the 86th Command, certified, and widely deployed throughout the army, contributing to handling incidents quickly, safely, and saving manpower.

It is known that the model of "5 good Party Committees and Party Cells" includes: Leadership in completing political tasks well; leadership in implementing Party building work well; leadership in implementing Party principles well; maintaining Party activities well; doing Party member work well. "5 good Party members" include: Good political ideology; good moral qualities, good lifestyle; completing tasks well; good sense of organization and discipline; setting a good example. Since implementing the model of "5 good Party Committees and Party Cells", "5 good Party members" in the whole unit, Party cell activities are no longer administrative and formal but focus on the issues that the staff at Command 86 are struggling with, or how to improve research efficiency. Each Party member has a clear part of work, is assigned tasks, and is publicly evaluated monthly and quarterly, creating motivation for self-training, responsibility and a spirit of continuous striving.

According to Lieutenant Colonel Nguyen Quoc Hoan, Party Committee Secretary and Political Commissar of Center 286, the model of “5 Good Party Committees and Cells” and “5 Good Party Members” has improved the quality of Party activities, linking professional work with ideological management of soldiers. The Party Cell has become a place to gather collective intelligence, promptly orient and remove difficulties, and maintain the bravery of Party members in a special environment. That explains why the working groups of Center 286 not only fulfill their tasks well but also become the core force in protecting ideology and fighting against rebuttals in cyberspace.

In practice, the model of "5 good Party Committees and Party Cells", "5 good Party Members" has created a wave of emulation in scientific research and innovation throughout the entire Command. In the past 10 years alone, the unit has had more than 100 grassroots research projects implemented; of which 1 project won the third prize - Vietnam Science and Technology Innovation Award. In particular, the Creative Youth movement in the Army has been maintained regularly, with 81 award-winning topics and initiatives, including 6 first prizes, 21 second prizes, 34 third prizes...

Major General Nguyen Minh Thang, Party Secretary and Political Commissar of Command 86, emphasized: “The model has created a clear change in the quality of Party activities and the effectiveness of task implementation. The Party cell not only does ideological work, but has truly become a place to remove professional obstacles, discover new factors, and promote innovation. Party members attach political responsibility to each specific task. Thanks to that, the unit's capacity to organize and implement tasks is increasingly strong, and the Party members are maturing quickly, with more courage and expertise.” In the context of cyberspace becoming the fifth combat environment, the Party, the State, the Central Military Commission and the Ministry of National Defense are resolutely directing the innovation and digital transformation associated with the “Digital Popularization” Movement; the model of “5 Good Party Cells and Party Committees”, “5 Good Party Members” is an important foundation for building a strong Party organization in terms of politics, ideology, organization, ethics and cadres.
