The Government has just issued Decree 188/2025 detailing and guiding the implementation of a number of articles of the Law on Health Insurance (HI).
Accordingly, from July 1, 2025, the state budget will support at least 50% of the health insurance premium for students; people participating in security and order protection at the grassroots level; village and hamlet health workers; and village and hamlet midwives.
Part-time workers in villages and residential groups as prescribed by law; people awarded the title of People's Artisan or Meritorious Artisan as prescribed by the Law on Cultural Heritage are also supported by the state with at least 50% of the health insurance premium.
According to Decree 188/2025, the monthly health insurance contribution is stipulated at 4.5% of the basic salary (currently 2,340,000 VND).
Before July 1, the state budget supported 30% of the monthly health insurance premium for students; the remaining 70% had to be paid by students themselves. Now, with the new regulation, students only have to pay a maximum of 50%. Thus, from July 1, each month students only have to pay 52,650 VND for health insurance, a decrease of 21,060 VND compared to before.
In the policy impact assessment report, the Ministry of Health expects the state budget to increase by VND3,700 billion to raise the health insurance premium support level from 30% to 50% for students.

Regarding the group of village health workers and village midwives, the Ministry of Health estimates that there are about 100,000 village health workers and 1,600 village midwives nationwide. Of these, 665 village midwives concurrently hold the position of village health workers; that is, about 950 people independently undertake the task of village midwives.
According to calculations, the estimated budget amount needed to pay for these two groups is more than 44,800 billion VND.
Other subjects supported by the state budget to pay health insurance
From July 1, the state budget will support 100% of health insurance premiums for people in near-poor households residing in poor communes according to the Prime Minister's decision and other documents of competent authorities.
The minimum support level of 70% is applied to people in near-poor households; ethnic minorities living in communes that are no longer identified as areas with difficult or extremely difficult socio-economic conditions. For the latter group, the support period is 36 months from the time the commune where the subject lives is no longer identified as areas with difficult or extremely difficult socio-economic conditions.
Support at least 50% of the health insurance premium for victims according to the Law on Prevention and Combat of Human Trafficking. The support period is 1 year from the date the subject is confirmed as a victim by the competent authority according to the regulations.
In addition, the state budget supports at least 30% of the health insurance premium for people in households working in agriculture, forestry, fishery and salt production with an average living standard and some cases of victims of bombs, mines and explosives...
