Accordingly, the Customs Sub-Department of Region VIII has made efforts to promote the strength of administrative reform and customs modernization to increase publicity and transparency for people and businesses to easily access and monitor the activities of customs agencies; to propagate, mobilize and disseminate full legal documents on customs to people and businesses.
The Department has drastically implemented all 6 contents of administrative reform, especially reform of administrative procedures and customs modernization to increase publicity and transparency, achieving the goal of "4 reductions - 4 increases" (reducing customs clearance time, reducing time, costs, human resources for businesses, reducing direct contact between customs officers and businesses, reducing obstacles in procedures; increasing declarations, increasing businesses, increasing turnover, increasing state budget revenue). Measure the clearance of imported and exported goods through the area to identify and propose solutions to continue reducing customs clearance time for goods.
In the first 6 months of 2025, the Department reviewed and reported a proposal to reduce 8 groups of imported goods subject to specialized inspection; proposed to deploy on the National Single Window System for 4 groups of goods/documents that are currently being performed manually; reviewed and proposed to reduce and simplify 7 administrative procedures, including proposing to change the implementation method for 1 administrative procedure, proposing to abolish/merge 6 administrative procedures; selected and reviewed 9 decisions on promulgating administrative procedures of the Ministry of Finance to propose the promulgation and publicization of administrative procedures.
Typically, Mong Cai International Border Gate Customs has proactively reviewed and proposed to reduce procedures and specialized inspection items (proposed to digitize 6 types of documents, proposed to assign 1 unit to conduct inspection for 3 procedures and proposed to reduce inspection measures from pre-clearance to post-clearance for ceramic tiles/construction glass). Specifically, the time for customs clearance and release of goods is increasingly shortened, especially, the result of the 2024 annual clearance measurement for imported goods is 3 hours 0 minutes 34 seconds, a decrease of 39% compared to the previous year; for exported goods, it is only 9 minutes 2 seconds.
Along with that, the unit closely follows the policy and goals of digital transformation according to the roadmap of the industry and the province, associated with supporting businesses in digital transformation. Initially, 15 businesses agreed to participate in the digital transformation program after the working programs of the Department. Maintain electronic customs clearance (via the VNACCS/VCIS system) for 100% of customs declarations on the system; 100% of declarations are paid taxes on the 24/7 electronic tax payment service system; the national single window system is deployed at 100% of border customs offices.
In the first 6 months of the year, the Sub-Department received and processed 2,411 dossiers on the online public service HQ36a; 1,928 vehicles carrying out customs procedures on the E-Manifest system; 3,772 import declarations subject to specialized inspection were returned on the national single window system; received 660 electronic C/O from D of countries via the ASEAN single window system. The total import and export turnover of goods through the area reached 19.35 billion USD. Of which, the turnover of goods opened for declaration at the Sub-Department reached 10.2 billion USD (import was 5.8 billion USD, export was 4.4 billion USD), up 7% over the same period; the turnover registered at customs elsewhere for import/export through border gates in the area reached 9.15 billion USD. Carry out procedures for 396,848 vehicles, supervise 3,578,319 XNC passengers, an increase of 57% in the number of vehicles and 1% in the number of passengers compared to the same period in 2024.
At the same time, the unit has equipped and modernized customs inspection and supervision with a 24/7 camera surveillance system at border gates, seaports, warehouses, yards, and cargo inspection and assembly locations connected to border gate customs, Region VIII Customs Branch and Customs Department. Container scanners and luggage scanners are equipped at border gates to effectively support customs inspection and supervision activities. Electronic positioning seals are used in the monitoring of goods transported by container.
The results achieved show the determination of the Customs Branch of Region VIII. in the effort to reform administration to create a favorable, open, transparent business environment, reduce costs and create maximum conditions for people and businesses.
