On the afternoon of July 21, the Hanoi Department of Education and Training sent a document to the People's Committees of wards and communes; affiliated educational institutions; private schools, schools with foreign elements, and junior colleges and colleges in the city requesting proactive measures to respond to storm No.
The announcement stated that, according to the National Center for Hydro-Meteorological Forecasting and the Northern Hydro-Meteorological Station, storm No. 3 is a strong, fast-moving storm, affecting the North and North Central regions from the evening of July 21, causing strong winds, heavy rain, high risk of flash floods, landslides in the midlands and mountainous areas, and flooding in low-lying areas and urban areas.
The Hanoi Department of Education and Training requested leaders of People's Committees of wards and communes; units and schools to seriously and effectively implement the directions and instructions of the Central Government and the city in the work of natural disaster prevention and control, search and rescue; regularly and closely monitor warnings, forecasts, weather and natural disaster developments to proactively prevent, avoid and respond.
Based on weather and natural disaster situations, units proactively review, prepare plans, and deploy response plans according to the "4 on-site" motto suitable to school conditions. Along with that, review the tree system on campus; if detecting perennial trees at risk of falling, they must report for timely handling.
Units must have plans and promptly move assets, machinery, equipment, tables, chairs, records, and books to safe places to ensure that they are not damaged, broken, or lost, minimizing damage caused by storms. Special attention should be paid to preserving exam papers, records, and documents related to the 2025 high school graduation exam.
Units and schools proactively clean the environment, overcome the consequences when natural disasters and incidents occur; clean up schools immediately after storms to ensure safety, cleanliness, and prevent epidemics to prepare conditions for the new school year.
The Hanoi Department of Education and Training requires that units absolutely do not organize summer activities, especially in areas at risk of flooding and landslides. At the same time, establish an information channel with parents to manage students when participating in summer activities, minimizing risks that may occur due to storms.
