Hanoi: Protecting relics, temporarily suspending tourism activities to cope with storm No. 3

VHO - In response to the complicated developments of storm No. 3 (WIPHA), on July 21, the Hanoi Department of Culture, Sports and Tourism issued a document requesting localities and affiliated units to synchronously deploy measures to prevent natural disasters and protect the safety of the system of relics and scenic spots in the capital.

Hanoi Department of Culture, Sports and Tourism requires localities and units to proactively implement plans to protect historical and cultural relics in their management areas.

Accordingly, the Hanoi Department of Culture, Sports and Tourism requested the People's Committees of communes and wards in Hanoi, the Thang Long - Hanoi Heritage Conservation Center, the Management Board of the Temple of Literature - Quoc Tu Giam, Hanoi Monuments and Landscapes, Hoa Lo Prison and related units to direct functional departments to urgently implement measures to overcome and prevent storms and floods.

Localities and units strictly implement the direction of the Ministry of Culture, Sports and Tourism in Official Dispatch No. 3550/CD-BVHTTDL dated July 19, 2025 on focusing on responding to Storm No. 3 and the Directive Documents of Hanoi City on responding to Storm No. 3.

Check and review the power supply system in the relic; proactively implement plans to protect historical and cultural relics in the management area; temporarily suspend entertainment and tourism activities during flood warning periods.

Directing competent authorities to strengthen effective disaster prevention and search and rescue (SC&R) work to avoid incidents at relics in order to minimize damage caused by storms and floods.

Make a location map and statistical list of damaged relics and artifacts at the sites after the incident, as a basis for comparison, restoration and troubleshooting, and clarify the responsibilities of related organizations and individuals (if any).

Hanoi Department of Culture, Sports and Tourism requires that for degraded or severely degraded relics at risk of collapse located near rivers and lakes, there must be measures for disaster prevention and search and rescue to avoid flooding.

For relics that have been demolished or are under construction, effective protection measures must be taken to avoid damage caused by storms and floods, in order to ensure safety during the restoration activities.

For riverside relics, it is necessary to proactively monitor flood developments on mass media, announcements from local authorities, relevant ministries and branches to take timely measures to ensure safety of life and property.

Closely coordinate with relevant units to deploy flood response plans; prepare available forces, means, and materials to move artifacts, worship items, and important documents to safe places; organize to overcome consequences according to instructions from competent authorities.

Implement measures to ensure environmental hygiene such as: Maintain regular cleaning at the relic; arrange for waste collection and transportation in the right place to ensure the relic landscape is green, clean and beautiful.

Continue to direct relevant units to strengthen security and order work in the area to stabilize the situation related to religious activities at the relic.

Inspect, guide and propagate organizations, individuals, and the Subcommittee of Monument Management in fire prevention and fighting, natural disasters, and relic restoration and rehabilitation in accordance with the provisions of the Law on Cultural Heritage and current regulations of the Law and the City.

The proactive response to storm No. 3 this time demonstrates the sense of responsibility of the Hanoi Department of Culture, Sports and Tourism in protecting cultural and historical heritage treasures and ensuring community safety.
