The Government Office has just issued Notice No. 394/TB-VPCP on the conclusion of Deputy Prime Minister Le Thanh Long at a meeting on resolving difficulties related to the granting of Vietnamese college degrees to students who have completed the program transferred by Germany under Decision No. 371/QD-TTg dated February 28, 2013.

According to the Notice, the Prime Minister, relevant ministries and agencies always agree on the principle and viewpoint that it is necessary to promptly resolve difficulties to ensure legitimate rights for students who have completed the program transferred by Germany in accordance with the provisions of Vietnamese law and agreements and commitments with international partners.

The Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with the Ministry of Justice, Ministry of Finance, Ministry of Education and Training, Ministry of Foreign Affairs, and Ministry of Public Security to review and research to reach a consensus on resolving contracts, agreements, and commitments with international partners, and to prevent complaints from occurring.

The Ministry of Labor, War Invalids and Social Affairs, based on its assigned functions, tasks and authority, shall proactively consider and decide on guiding the organization of assessment and granting of Vietnamese college degrees to students who have completed the program transferred by Germany in accordance with the provisions of Vietnamese law and international agreements and commitments.

Pursuant to Decision No. 371/QD-TTg dated February 28, 2013 of the Prime Minister on approving the Project “Transferring of curriculum sets; training and fostering of teachers and vocational training managers; pilot training of key occupations at the ASEAN and international levels,” the Ministry of Labor, War Invalids and Social Affairs coordinated with relevant ministries and branches to pilot training of 22 key occupations at the international level transferred from Germany at 45 colleges in 22 localities.

However, recently, many students attending training courses in some localities have been upset because they have completed the program but have not been able to take the graduation exam./.
