Are teachers required to attend class?

The activity of using electricity is no longer strange to everyone, however, the regulations and circulars related to this issue have changed a lot compared to before.


According to the new regulations, teachers are not required to observe lessons. At the same time, there is no document stipulating how many lessons each teacher must observe and how many lessons he or she can observe; this depends on the regulations of each school.

No more mandatory attendance rules

According to Circular 32/2020, effective from November 1, 2020, secondary and high school teachers no longer have to attend classes or visit classes as before. In addition, the circular stipulates that the system of records for managingeducational activities includes:

  • Teacher education plan (by school year);
  • Lesson plan;
  • Student monitoring and evaluation book;
  • Homeroom book (for teachers working as homeroom teachers).

Unlike previous circulars, teachers no longer have to keep a "class observation and visit notebook", and class observation activities are only maintained with homeroom teachers.

Clause 2, Article 29 of this Circular also clearly states that homeroom teachers "are allowed to attend classes and other educational activities of students in the class they are in charge of". This means that homeroom teachers of all three levels have the right to attend classes they are in charge of.

In general, class observation is no longer a compulsory educational activity for secondary and high school teachers. This activity is only carried out at the primary level.

No mandatory number of hours of observation

The 2019 Education Law and many current related documents do not have specific regulations on class observation activities. Previously, class observation activities were regulated in Point a, Clause 2, Article 7, Circular 12/2009 (which has expired). Specifically, each school year, schools effectively carry out class observation activities, teaching conferences, teaching demonstrations, and competitions for excellent teachers at all levels.

School leaders (principal, vice-principal) ensure to attend at least 1 teaching period/teacher; group leaders and deputy group leaders ensure to attend at least 4 teaching periods/teacher of teachers in the professional group; each teacher conducts at least 2 lectures with information technology application, 4 teaching periods of teaching conferences or demonstration teaching organized by the school and 18 periods of observing colleagues inside or outside the school.

However, Circular 12 was replaced by Circular 42/2012 and in 2018 was replaced by Circular 18/2018. In which, both of these circulars no longer regulate teacher observation activities.

Based on the above content, we can see that there are no longer specific regulations on observing teachers and the number of hours of observation will be decided by the schools themselves.
