According to Mr. Ha, the structure and content of this year's exam have completely changed compared to previous years. Candidates who have prepared thoroughly during their study and review will meet the requirements of the exam better than other candidates. The difficulty of the exam has been discussed and thoroughly understood by the national steering committee before making the exam.
"Before the exam council started working, the Ministry of Education and Training conducted a large-scale test in all three regions, essentially to assess the candidates' abilities in order to adjust the difficulty of the exam," Professor Ha emphasized. The Ministry of Education and Training's viewpoint is that in the first year of innovation, the status will not change suddenly, including the difficulty of the exam.
Specifically, in 2024, the Ministry will issue the structure, format, and reference questions for the high school graduation exam from 2025. The reference questions are published with the aim of helping students get familiar with the structure and teachers have a review orientation.
According to Prof. Dr. Nguyen Ngoc Ha, this year's exam ensures differentiation, achieving three goals: assessing general education results, assessing skills and being able to consider university admission. The representative of the Ministry of Education and Training added that the Ministry will consider feedback on the difficulty of this year's Math and English exams.

The 2025 high school graduation exam is the first exam for students studying under the new 2018 generaleducation program, while still ensuring the exam for candidates studying under the 2006 general education program who have not graduated or need to retake the exam for university admission.
This year's exam is held in the context of implementing the arrangement and streamlining of the apparatus and organization of local governments at two levels nationwide; restructuring and rearranging the inspection system at all levels; restructuring and rearranging the local police force.
According to statistics from the Ministry of Education and Training, the total number of candidates registering for the 2025 high school graduation exam is 1,165,289; an increase of 93,894 registrations compared to last year (in 2024, the total number of candidates registering for the high school graduation exam was 1,071,395). Of which, 12th grade candidates taking the exam according to the 2018 general education program are 1,122,507 (accounting for 96.33%), and independent candidates are 42,782 (accounting for 3.67%).
The Ministry of Education and Training set the time to announce exam results at 8:00 a.m. on July 16.
No later than July 18, the Departments of Education and Training will consider recognizing high school graduation; no later than July 22, they will complete issuing temporary graduation certificates, exam result certificates, returning transcripts and related certificates to candidates.
From July 16 to July 25, the units registering for the exam will receive appeal applications and create an appeal list.
No later than August 3, the examination councils will organize a review of the exam (if any).
No later than August 8, the Department of Education and Training of localities will consider recognizing high school graduation after review.
