Supervision of new rural construction in Thuong Hong and Vinh Thinh communes

The national target program on new rural construction for the 2021-2025 period contributes to renewing the appearance, improving and enhancing the quality of people's lives.

On August 27, the thematic supervision delegation chaired by comrade Pham Van Khanh, Head of the Urban Committee of the City People's Council, supervised the implementation results of the National Target Program on New Rural Construction in the city for the period 2021 - 2025 in Thuong Hong and Vinh Thinh communes.

Thuong Hong commune was established on the basis of merging part of the natural area of ​​8 communes, including 3 main communes: Binh Xuyen, Thai Hoa and Thai Duong. Among the communes previously arranged in the 2021 - 2025 period, Binh Xuyen commune was recognized as an advanced new rural commune in 2020; Thai Hoa and Thai Duong communes were recognized as new rural communes in 2017. Currently, through the review according to the set of criteria for advanced new rural communes in the 2021 - 2025 period, Thuong Hong commune has met 12/19 criteria. 7 criteria have not been met including: planning, traffic, education , average income per capita, health and environment.

Vinh Thinh commune was established on the basis of merging the natural areas of three communes: Thang Thuy, Trung Lap and Viet Tien (belonging to the old Vinh Bao district). Before the arrangement, Thang Thuy commune was recognized as meeting the standards of a model new rural commune in 2024; Viet Tien and Trung Lap communes were recognized as meeting the standards of an advanced new rural commune in 2025 and had completed the dossier requesting the city to consider and recognize the standards of an advanced new rural commune in 2025 and send it to the departments and branches for appraisal in May 2025. After reviewing, Vinh Thinh commune met 19/19 criteria of an advanced new rural commune and 5/5 criteria of an exemplary new rural commune in the period 2021 - 2025.

Representatives of local leaders and related sectors informed and discussed to clarify some difficulties and problems in the process of implementing the new rural construction program regarding planning, land use planning, investment in construction of transport infrastructure, classification and treatment of domestic waste. The communes requested the city to pay attention to supporting funding for the communes to implement and complete the targets of advanced rural construction that have not been achieved; provide funding to renovate and repair commune headquarters; promptly issue regulations on decentralization of construction management...

Through a survey of some new rural projects in the communes and listening to reports from localities, comrade Pham Van Khanh, Head of the Urban Committee of the City People's Council, suggested that the communes focus on coordinating with departments to continue reviewing and evaluating specific and synchronous criteria. For the criteria that the commune has not yet met but has the potential to complete, it is necessary to urgently implement, and for the remaining criteria that have encountered difficulties in the implementation process, it is recommended that the city's departments coordinate to find a solution.

Regarding the recommendations and proposals of the localities, he assigned the monitoring delegation to receive, synthesize, and report to the city for consideration and resolution; at the same time, this is also the basis for the city to participate in giving opinions to the Central Government in building a set of criteria for new rural construction for the period 2026 - 2030.

Speaking at the meeting, comrade Nguyen Khac Toan, Vice Chairman of the City People's Council, acknowledged the results achieved by localities in implementing the National Target Program on New Rural Construction for the 2021-2025 period.

In addition to the achieved results, for localities with many difficulties such as Thuong Hong commune, the comrade suggested that the Commune Party Committee should develop a specialized Resolution on new rural construction; focus on exploiting the potential and strengths of agricultural development, while paying attention to developing industry and services. The commune urgently completes the Steering Committee of the national target program on new rural construction to promptly lead and direct with specific responsibilities and tasks, promoting the role of the entire political system in implementing the criteria, striving to achieve an advanced new rural commune by 2030 as the target of the Resolution of the Commune Party Congress for the term 2025 - 2030.

Regarding Vinh Thinh commune, the Vice Chairman of the City People's Council requested the locality to continue to improve and enhance the quality of criteria to be recognized as a model new rural commune. In addition to shifting the economic structure to increase the proportion of industry, the commune continues to pay attention to developing high-tech agricultural production, increasing the income of the people. Along with economic development, pay attention to the fields of health, education, cultural and artistic movements, sports, etc.
