Accordingly, the Council consists of 12 members, with Mr. Do Viet Hung - Director of the Department of Finance as Chairman of the Council. Mr. Tran Quang Thanh - Deputy Head of the Tax Department and Mr. Nguyen Quy Tho - Deputy Chief Inspector of the province, as Vice Chairmen of the Council. The Council Secretary consists of 2 members.

The Council is responsible for supervising the organization of the "Lucky Bill" Program to ensure objectivity, transparency, and close supervision.
The Chairman of the Board is responsible for promulgating the operating regulations of the Supervisory Board and assigning tasks to the members of the Supervisory Board.
The Provincial People's Committee assigned the Tax Department of Region XIV as the standing agency to assist the Supervisory Council, based on the database of electronic invoices under its management on the electronic invoice system and the reward source to build a suitable reward structure, ensuring it is attractive enough to encourage consumers to get invoices.
The duties and powers of the Lucky Invoice Supervisory Council shall be implemented in accordance with the provisions of the Supervisory Council's Operating Regulations and shall operate on a part-time basis; and shall self-dissolve upon completion of its duties.
