Merging the neighboring Duc Nghia and Duc Thang wards into Lac Dao ward, keeping the name Lac Dao. For an understandable reason, Lac Dao has many administrative agencies of the city, has a large population; the spacious office is located in the center between Duc Nghia and Duc Thang wards, so it meets the criteria to remain the same.

The merger has increased the total number of neighborhoods and population of the ward to 20 neighborhoods, 37,953 people. This is the latest figure provided by Lac Dao Ward Police when I followed Major Duong Minh Tien - the police officer of neighborhood 1 and Mr. Tran Van Anh - the neighborhood chief to collect comments on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution (amending the Constitution). It is also at this time that Lac Dao, which has just started operating, is implementing the policy of the Party and State, together with the whole country, merging administrative units at all levels according to the 2-level local model. At the same time, it is giving comments on amending the Constitution.

Accordingly, after the district level was abolished and merged into Lam Dong, Binh Thuan was reduced from 121 commune-level administrative units to 45 units and special zones. Of which, Lac Dao, Phu Trinh and Binh Hung merged to become Phan Thiet ward. This inevitably caused regret, but the people of Lac Dao did not consider it as a heavy mark of a life sliding down on the fatigue of duty and work to the point of no longer having the energy to rise up... But they realized that merging administrative units at all levels, of course, had to amend the Constitution. All of this was to create a new space, to create a strong driving force for the locality and the whole country to develop in the new situation. Ms. Tran Thi Yen - a citizen who has worked in theeducation sector for many years, shared when Major Tien guided her to use the VneID application to give comments on amending the Constitution, "I trust in the leadership of the Party, so I agree with amending the Constitution".

The agreement with the amendment of the Constitution is not only for Ms. Yen but also for the people of Lac Dao, including those who did not give their opinions. They also believe in the leadership of the Party, the careful and scientific preparation of state agencies... With the thought that whether or not the Constitution is merged or amended, we still have to live and protect the country as our ancestors did. Like Venerable Thich Nguyen Tan - Abbot of Linh Thang Pagoda talking to the monks, nuns and Buddhists of the pagoda: "Buddhism always accompanies the nation... In the glorious history of the nation, many Zen masters and famous monks have wholeheartedly supported the dynasties to build the country to develop brilliantly; in the resistance wars against foreign invaders of the nation, many monks "took off their cassocks and donned their battle armors" to leave behind their famous achievements for posterity...".

Lac Dao has many pagodas and communal houses such as Ong Pagoda, Phat Quang Pagoda, Linh Thang Pagoda, Phat An Pagoda - Binh Thuan Provincial Buddhist Association... Linh Thang Pagoda alone has more than 300 Buddhists, regularly participating in activities at the pagoda, not to mention 1,000 people who have taken refuge in the Three Jewels. Most Buddhists sincerely pray to Buddha for family happiness and peace for the country. "Most monks and Buddhists at the pagoda support the country's merger of administrative units at all levels and amendments to the Constitution. The monk also supports and has made suggestions to adjust some words in the draft Resolution to amend the Constitution to make it suitable," monk Thich Nguyen Tan added. When Mr. Tran Van Anh sat next to him, he expressed his admiration for the monk's good charity work. Every year, on holidays and Tet, the monk mobilizes Buddhists with good economic conditions to give food and clothes to the less fortunate in the neighborhood where the pagoda is located as well as in the whole ward.
This charity work is reflected in the socio-economic reports of Lac Dao ward in recent years. The latest report for the first 6 months of 2025 shows that Lac Dao is striving to reduce the poverty rate to 0.9%. "The ward People's Committee has reviewed the beneficiaries and their relatives in the locality who are in difficult circumstances, often sick, and organized a delegation to visit and support 56 beneficiaries from policy families with an amount of 149 million VND from the local Gratitude Fund," the report stated.
Stable security
Mr. Anh is one of the 20 ward chiefs of Lac Dao who has a long history of "eating at home and carrying the prison and the whole village", meaning many years as a ward chief. Although his family's economic conditions are difficult and he receives a small monthly allowance, he always tries to fulfill his responsibilities as a ward chief. This is one of the most insecure areas in Lac Dao because it is located near Phan Thiet market, especially with the sacred Buddha statue in front of Phat An pagoda, right at the intersection of Tran Phu and Trieu Quang Phuc streets. People from everywhere come here to burn incense and pray for their families' safety, but there are also people who are addicted to lottery numbers, gambling... coming to pray for themselves to win the lottery. Many homeless people gather to beg for money, sell lottery tickets, and even drug addicts take advantage of people's fanaticism, waiting for an opening to steal. But now it has been controlled when ward 1 coordinates with the ward police to monitor daily. Along with that, there are controls at sacred destinations similar to Ong pagoda and other tourist destinations in the ward.


Lieutenant Colonel Pham Nguyen Tan Phuoc - Head of Lac Dao Ward Police informed that the whole unit has more than 20 officers and soldiers, including 4 local police officers. The ward is crowded with people, not only local people but also people from other places coming to trade goods at Phan Thiet market, fishing port; worship at sacred destinations, etc. Not to mention other destinations such as Ho Chi Minh Museum - Binh Thuan Branch, where Uncle Ho taught before leaving to find a way to save the country... Van Thuy Tu - a temple worshiping the God of the South Sea (whale). The ward police regularly monitor the situation, detect illegal acts, handle them immediately, and ensure security and order in the ward. Lac Dao residents always actively implement the policies and guidelines of the Party and State. In the recent proposal to amend the Constitution, the whole ward had more than 2,000 people giving their opinions, Lieutenant Colonel Phuoc added.
During the time of rearranging and streamlining administrative units at all levels to build a government close to the people and develop the country with a vision of at least 100 years, the people of Lac Dao in particular and Binh Thuan in general all well implemented the Party's guidelines and policies, ready to accept changes to develop their homeland and country.
