The event took place on the occasion of the Guangxi Foreign Affairs Delegation (China) led by Mr. Wei Ran, Director of the Department of Foreign Affairs, President of the People's Friendship Association for Foreign Affairs of the Guangxi Zhuang Autonomous Region, visiting and working in Vietnam.
The program was attended by Mr. Do Nam Trung, Director of the Northeast Asia Department (Ministry of Foreign Affairs of Vietnam); Mr. Trinh Dai Vi, Counselor of the Chinese Embassy in Vietnam; leaders of a number of departments and branches of the provinces of Quang Ninh, Lang Son, Cao Bang, Tuyen Quang; the Vietnam - China Friendship Association and representatives of Vietnamese students who have studied in Guangxi.

In his opening speech, Mr. Wei Ran expressed his joy at meeting with friendly people and overseas students in Hanoi , to “together review the friendship and create a bright future”. He emphasized that 2025 marks the 75th anniversary of the establishment of China-Vietnam diplomatic relations and is also the China-Vietnam People’s Exchange Year; the two countries are making efforts to build a Community of Shared Future of strategic significance.
He cited historical milestones: President Ho Chi Minh had participated in revolutionary activities in Nanning, Guilin, and Liuzhou; the Yucai schools in Guangxi had trained tens of thousands of Vietnamese students, many of whom became pillars of the country, contributing to fostering the friendship between the two countries. He also mentioned the melody of the song “Vietnam - China” as vivid evidence of the strong relationship “mountains linked to mountains, rivers linked to rivers”.

Mr. Wei Ran also affirmed that education has always been a key area of cooperation between Guangxi and Vietnam. The number of Vietnamese students going to Guangxi reached a peak of 4,245 in 2019. In 2023 alone, Guangxi will receive 3,764 Vietnamese students, the most of any locality in China. Currently, there are nearly 4,000 Vietnamese students studying in Guangxi, with 9 universities and 4 vocational schools teaching Vietnamese.
“China and Vietnam are connected by mountains and rivers, and the people on both sides of the border live in harmony and have a long-standing friendship,” said Mr. Wei Ran, emphasizing that this meeting aims to listen to and absorb the opinions of international students to improve the quality of training, helping them become ambassadors of friendship to promote Guangxi - Vietnam cooperation.
Mr. Do Nam Trung, Director of the Northeast Asia Department (Ministry of Foreign Affairs of Vietnam), highly appreciated the role of Guangxi in cooperation with Vietnam. He affirmed that the important achievements of the relationship between Vietnamese localities and Guangxi as well as the Vietnam-China relationship all have the participation and active contributions of friendly personalities and thousands of Vietnamese students studying in Guangxi.

Mr. Trinh Dai Vi, Counselor of the Chinese Embassy in Vietnam, emphasized that the relationship between the two countries is moving towards a second period of brilliant development with many effective cooperation mechanisms and vibrant cultural exchanges.
He reviewed the two-way trade turnover in 2024 reaching 265 billion USD, China has maintained its position as Vietnam's largest trade partner for many years; Guangxi alone has received nearly 4,000 Vietnamese students. He reviewed many outstanding activities in the 2025 China-Vietnam Humanitarian Exchange Year, from cultural festivals, educational seminars, the Red Journey to the "Chinese Bridge" contest... thereby increasing understanding and friendship between the people of the two countries.
Proposal to establish an Association of Vietnamese students who studied in Guangxi
At the exchange, former international students from Quang Ninh, Lang Son, Cao Bang, and Tuyen Quang shared their profound experiences while studying in Guangxi, and made many practical suggestions to promote exchanges and cooperation between localities of Vietnam and Guangxi.

Ms. Dang Thi Quynh Hoa (Tuyen Quang province), graduated from Guangxi University for Nationalities with a scholarship for the 2022-2025 period, said that the Guangxi scholarship not only provides financial support but also opens the door to knowledge and cultural exchange opportunities, contributing to fostering a strong friendship between the young generations of the two countries. She proposed to continue maintaining and expanding the Guangxi scholarship program, prioritizing young cadres and designing it to suit the training needs of border provinces; strengthening the connection between the network of former international students with agencies and businesses of the two countries; building a mechanism to support employment and professional cooperation for international students after graduation. She also proposed to establish a network of former international students of Guangxi by major to maintain connections and expand cooperation; promote new and practical cooperation programs between Guangxi and Tuyen Quang province, especially in border economy, tourism, healthcare, high-tech agriculture, and cultural exchange.
Ms. Vi Trang Linh (Lang Son), a graduate student at Hebei University, suggested that Guangxi expand the scale of scholarships, diversify training programs, and increase cooperation with many universities to meet the human resource needs of border areas. She expressed her hope that educational cooperation projects, cultural exchanges, and business cooperation will continue to be maintained and developed sustainably.
Ms. Nguyen Tu Anh, currently working at Bai Chay Hospital (Quang Ninh), who studied at Guangxi Medical University, shared that her time studying in Guangxi helped her accumulate professional knowledge and profound memories of the relationship between teachers and students and friends. Returning to work, she and the international students are effective bridges promoting practical exchanges and cooperation between Guangxi and Vietnam, especially in healthcare, education, culture, science and technology. She supports the initiative to establish an Association of Vietnamese students who studied in Guangxi, considering it a network to connect, share, and promote the role of a bridge of friendship.
Ms. Truong Thi Thu Huong (Cao Bang), a lecturer at Cao Bang College, who studied at Guangxi University (2011-2015), said that the knowledge and experience in Guangxi have greatly supported her current work and contributed to practical cooperation activities between the two localities. She affirmed that she will continue to promote her role as a bridge of friendship in future cooperation activities.

Mr. Wei Ran acknowledged and highly appreciated the opinions, experiences and suggestions of Vietnamese students who had studied in Guangxi, considering them a valuable source of reference for future work. He said that Guangxi has currently granted more than 500 full scholarships to students from four Vietnamese border provinces and to date more than 1,300 Vietnamese students have graduated in Guangxi, making an important contribution to promoting bilateral relations.
He emphasized his wish that this generation of overseas students will become an active force in building the Vietnamese social community and promoting extensive cooperation between the two countries. From that reality, he proposed three initiatives: First, together tell good stories about the China-Vietnam friendship to enhance understanding and solidarity. Second, actively participate in friendly exchange activities, especially during the China-Vietnam Humanitarian Exchange Year, commemorating the 75th anniversary of diplomatic relations. Third, establish an Association of Vietnamese students who studied in Guangxi, as a platform to connect, share information and promote sustainable cooperation.
