Provincial Party Committees and authorities, especially leaders, have paid attention to listening to and grasping the legitimate thoughts and aspirations of the people to promptly resolve difficulties and concerns at the grassroots level. Therefore, the work of receiving citizens and dialogue between leaders of Party Committees and authorities and the people has been seriously implemented, in accordance with regulations, with a resolute spirit, not allowing hot spots and long-standing petitions to arise. In the process of resolving complaints, denunciations, recommendations and reflections from citizens, attention has been paid to working directly and having dialogues right at the grassroots level. Therefore, the rate of withdrawal of complaints and denunciations has increased by 30% compared to before. The Provincial People's Committee has organized dialogues with citizens and issued a Notice of termination of handling complaints for 17/17 cases. Up to now, in Tuyen Quang province, there are no more pending or prolonged cases according to the Central's plans. In the past time, the whole province has not had any hot spots or complications in complaints and denunciations affecting the security and political situation of the province.

Comrade To Viet Hiep, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Na Hang district received citizens according to regulations to listen to and resolve citizens' petitions.

In Na Hang district, with the spirit and responsibility to the people, the settlement of petitions, recommendations and reflections of the people has been focused on by the leaders of the Party Committee and the government to lead and direct the settlement effectively and promptly, creating consensus and high trust of cadres, Party members and the people. The Chairman of the District People's Committee regularly directs the heads of agencies, units, Chairmen of the People's Committees of communes and towns to enhance the responsibility of the leaders in receiving citizens, resolving complaints and denunciations of citizens. The Chairman of the Na Hang District People's Committee, heads of agencies, units, Chairmen of the People's Committees of communes and towns have directly received citizens periodically and suddenly; organized dialogues, listened to citizens' opinions as a basis for directing, handling and resolving complaints, denunciations, petitions and reflections of citizens. For complicated and prolonged cases, the Chairman of the District People's Committee, Vice Chairman of the District People's Committee, heads of agencies, units and Chairmen of the Commune People's Committees directly direct the resolution, grasp the situation and go to the grassroots level to listen to the opinions of the people. From 2022 to now, 21/21 cases and prolonged petitions under the jurisdiction of the District People's Committee have been resolved. The Chairman of the Na Hang District People's Committee has directed the organization of 12 inspections of the responsibilities of the heads of 26 agencies and units in the district in implementing the Law on Citizen Reception, the Law on Complaints and the Law on Denunciation.

The results and efforts in resolving citizens' petitions, reflections, complaints and denunciations in a resolute and always listening spirit of Party committees and authorities at all levels have affirmed their responsibility towards the concerns, thoughts and aspirations of the people.

Building a style of being close to and respecting the people

President Ho Chi Minh once advised: "If you want to do any work well, you must respect the opinions of the people", you must "maintain close contact with the people and always listen to their opinions". He also affirmed that being far from the people is like being suspended in the sky, and you will definitely fail. Imbued with President Ho Chi Minh's advice, Party committees and organizations at all levels in the province have focused on leading the development of working styles and methods that are close to the people, respect the people, and promote the people's mastery in carrying out the tasks of socio -economic development, building new rural areas, building infrastructure... according to the motto "People know, People discuss, People do, People inspect, People supervise, People benefit".

Officials and civil servants of Lang Quan commune (Yen Son) are on duty and work on Saturdays to handle administrative procedures for people.

Tuyen Quang has a creative approach to building a close and close relationship between cadres, party members and the people. Since 2018, the Provincial Party Standing Committee has issued regulations on the responsibilities of members of the Provincial Party Standing Committee, members of the Provincial Party Committee in attending meetings with residential area Party cells and residential areas, on the responsibilities of Party committee members and cadres and civil servants of specialized agencies advising and assisting Party committees at all levels in attending Party cell meetings. In 2021, the Provincial Party Standing Committee issued Project No. 02-DA/TU on continuing to innovate the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations and the policy of mobilizing Party members, cadres, civil servants, soldiers of the armed forces, Fatherland Front cadres, socio-political organizations at the provincial, district and commune levels to participate in "three together" activities with the people. Up to now, thousands of cadres, party members, civil servants and public employees have participated in practical "three together" activities at the grassroots level. A typical example of the "three together" activities is the Provincial Police force. With the motto of "relying on the People" to build a people's security posture, from the beginning of 2024 up to now, the Provincial Police Party Committee has coordinated to carry out 63 activities to support the People. These are extremely meaningful and practical activities such as supporting the repair and renovation of houses, building projects to light up rural roads, installing canals in the fields, supporting poor households to plant production forests, examining and providing medicine to the People, supporting the People to relocate houses to clear the land, etc.

In addition to the "three together" activities to strengthen the close relationship with the people, the Party committees and authorities at all levels have changed their working style. Cadres, party members, civil servants and public employees are dedicated and responsible in handling administrative procedures for the people. Many places have strictly implemented the regulation of working on Saturdays to handle administrative procedures for the people. Lang Quan commune (Yen Son) has maintained for many years the working regime of leaders and civil servants at the commune's One-Stop-Shop to receive and handle administrative procedures. Comrade Nguyen Van Binh, Chairman of Lang Quan commune People's Committee, said: "On Saturdays, we still work normally to receive and handle administrative procedures, determined not to let the people's administrative records and procedures become overdue or backlogged."

Practicing a working style that is close to the people, respects the people, and is responsible to the people has affirmed that our Party always "takes the people as the root". To seriously and effectively implement this style, cadres and party members need to set an example of "practicing what they preach" and doing what is beneficial to the people, and avoiding what is harmful to the people.
