Recently, social networks have been buzzing about Mr. Thai Khac Thanh (45 years old, residing in Do Luong commune, Nghe An province) being sentenced to 6 years in prison for breeding and trading white pheasants.
On August 13, the People's Court of Hung Yen province requested the Chief Prosecutor of the Provincial People's Procuracy to appeal the first instance judgment. The case was requested to be reviewed in its entirety according to legal regulations.
According to the Provincial People's Court, the first instance court has not applied Circular 27/2025, which took effect from July 1, in which white pheasants belong to group IIB, instead of group IB as the basis for the previous trial. The application of the old regulation is considered inconsistent with the change in the law. On the same day, the Provincial People's Court changed the preventive measure against the defendant Thanh from temporary detention to prohibition from leaving the place of residence, pending the appeal trial.
Currently, according to Circular 27/2025 of the Ministry of Agriculture and Environment , people who want to raise white pheasants must meet the conditions of standard cages, be licensed by the competent authority and buy this breed of chicken at 5 legal establishments that have been granted codes.
According to records, there are currently a series of groups on social networks exchanging information and buying and selling white pheasants, many people openly buy and sell this type of chicken. A seller in Pho Yen City (formerly Thai Nguyen) said he was selling a pair of white pheasants for 4 million VND and committed to providing full documents proving their origin.
"This breed is only about 4-5 months old, starting to grow white feathers. Raising white pheasants is not difficult, the food is similar to regular chickens. As long as you take care of them properly, after about a year, the chicken will have completely white feathers, very beautiful feathers," he said.
Similarly, some sellers said that because of the white pheasant’s value and beautiful appearance, many people buy it as a pet. According to one seller, after receiving the chicken, the buyer must report it to the local forestry agency.
Mr. Luu Dong, representative of Tan Dat Cooperative (Vi Xuyen district, old Ha Giang province) - one of the 5 facilities that have been granted a breeding facility code to legally purchase white pheasant breeds - said that he sells white pheasants in 2 types, one type costs 3.5 million VND/pair, and the mature type with beautiful feathers costs 9 million VND/pair.

He also confirmed that raising white pheasants is quite simple, the main food is industrial bran, rice, corn and insects. He said that the unit was granted a code by the CITES Management Authority of Vietnam (Ministry of Agriculture and Environment) to raise 3 types of birds: white pheasants, peacocks and Indian peacocks, for commercial breeding purposes in the country.
"When buying white pheasants, the buyer will be given a list of forest products from the forestry agency, a tax invoice, and a farm code from the cooperative. After receiving the white pheasants, the buyer needs to send a notice with a copy of the documents to the local forestry agency to register with the provincial or municipal forestry agency," he said.
Currently, people can contact 5 establishments that have been granted breeding facility codes to legally purchase white pheasant breeds, including: Tan Dat Cooperative (Vi Xuyen district, former Ha Giang province); Dinh Van Ngai establishment (Xuan Truong district, former Nam Dinh province); Nguyen Dang Minh establishment (Huu Lung district, Lang Son province); Hoang Van By establishment (Ha Quang district, Cao Bang province); Trang Ninh Technology Application and Development Company Limited (Nho Quan district, former Ninh Binh province).
According to Circular 27, within 3 working days from the date of bringing white pheasants to the breeding facility, organizations and individuals must send a notice with a copy of the dossier to the local forest ranger or the People's Committee of the commune (where there are no forest rangers) for management.
White pheasant is currently in group IIB - a group of endangered, precious, and rare wild animals, but has a lower threat level than group IB stated in Decree 84/2021.
Unlike animals in group IB (which are completely prohibited from commercial exploitation), species in group IIB are allowed to be exploited and used for commercial purposes but must comply with strict conditions, including obtaining a license from a competent state agency such as the Forest Protection Department or the Ministry of Agriculture and Environment.
Acts such as hunting, keeping, transporting, or trading in group IB and group IIB animals without a license are considered illegal and may be subject to criminal prosecution.
