Bring tourism development to new heights, truly becoming a spearhead economic sector

On the afternoon of July 31, Deputy Prime Minister Mai Van Chinh, Head of the State Steering Committee for Tourism, chaired a meeting of the Steering Committee. Also attending the meeting was Minister of Culture, Sports and Tourism Nguyen Van Hung, Deputy Head of the Steering Committee.

On July 15, 2025, the Prime Minister signed Decision No. 1532/QD-TTg on the consolidation of the State Steering Committee on Tourism, accordingly, Deputy Prime Minister Mai Van Chinh is the Head of the Steering Committee; Minister of Culture, Sports and Tourism Nguyen Van Hung is the Deputy Head of the Steering Committee; Steering Committee members include leaders of a number of ministries and branches.

This is an inter-sectoral coordination organization whose function is to assist the Prime Minister in researching, directing, and coordinating the resolution of important, inter-sectoral issues in tourism activities nationwide; researching and proposing to the Prime Minister directions, tasks, and solutions to develop tourism .

Deputy Prime Minister Mai Van Chinh chaired the meeting of the State Steering Committee on Tourism.

The establishment of the Steering Committee demonstrates the Prime Minister's great concern and determination for the tourism sector - an important economic sector of the country, to ensure the Government's unified and consistent direction in tourism development.

At the meeting, after listening to the report of Minister of Culture, Sports and Tourism Nguyen Van Hung, and the opinions of leaders of ministries and branches who are members of the Steering Committee, Deputy Prime Minister Mai Van Chinh assigned the Government Office to coordinate with the Ministry of Culture, Sports and Tourism to fully absorb opinions, complete the draft notice of the conclusion of the meeting to issue and unify implementation in the coming time.

Since the COVID-19 pandemic, Vietnam's tourism has recovered and achieved encouraging results: In 2023, Vietnam welcomed 12.6 million international visitors, an increase of 332% compared to 2022; serving more than 108 million domestic visitors, an increase of 6.8%.

In 2024, the growth momentum continues to be impressive with 17.6 million international visitors (up 39%), 110 million domestic visitors (up 1.6%).

In the first 6 months of 2025, the tourism industry continued to accelerate strongly, Vietnam welcomed nearly 10.7 million international visitors (up 20.7% over the same period in 2024, reaching 49% of the annual plan), serving 77.5 million domestic visitors (up 8.5% over the same period last year, reaching 65% of the annual plan).

Total tourism revenue in the first half of 2025 reached about VND518,000 billion, equal to 53% of the yearly plan.

Tourism is one of the 10 outstanding highlights in the first 6 months of 2025. Achieving such positive results is the synthesis of many industries, in which the core is the tourism industry. The tourism industry also continues to receive the attention and leadership of the Party, State, and National Assembly; the drastic and close direction of the Government and Prime Minister; the support of ministries, branches, and localities; and the positive response of the business community and people nationwide.

Regarding the tasks for the coming time, the Deputy Prime Minister agreed with the report of the Ministry of Culture, Sports and Tourism, and emphasized:

Firstly, continue to innovate thinking, raise awareness of developing tourism in a systematic and professional manner, reposition Vietnam's tourism industry, supplement and adjust planning, build tourism projects in the new period; how to exploit and promote competitive advantages, outstanding opportunities, and distinct potentials of localities.

Second , the Ministry of Culture and Sports presides over and coordinates with ministries, branches and localities to implement the Central Resolutions, such as Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 59 on international integration in the new situation; Resolution 66 on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution 68 on private economic development. In particular, the Government's Resolution and the Prime Minister's Directive on comprehensive, rapid and sustainable tourism development in the coming time; Official Dispatch No. 34/CD-TTg of the Prime Minister on promoting tourism development, ensuring double-digit economic growth.

In particular, it is necessary to focus on restructuring the tourist market, preparing for a new development phase. For the international tourist market, it is recommended to focus on effectively exploiting traditional markets, approaching and exploiting new markets and large sources of visitors.

Increase investment in market research and training of tourism human resources to meet development needs in the coming period.

Third , advise on perfecting institutions in the direction of creating development, including advising on amending the 2017 Tourism Law and legal documents to create the most favorable conditions for businesses and tourists; promote decentralization, delegation of power, cutting and simplifying administrative procedures, reducing time and costs.

Fourth , continue to consider businesses and people as the subjects of tourism development, tourists as the center of tourism activities. Quickly grasp new tourism trends and new needs to guide localities and the tourism industry to develop.

Fifth, state management agencies for tourism need to be decisive in innovating management methods and be creative to best support and accompany businesses.

Tourism businesses need to be bold and innovative in their approach, creating many new tourism products with high added value, suitable to the consumption needs of tourists.

Sixth, the Ministry of Foreign Affairs continues to direct Vietnamese representative agencies abroad to actively and proactively coordinate with the Ministry of Culture, Sports and Tourism to organize activities to promote Vietnamese culture and tourism in the host country; coordinate with the Ministry of Public Security to advise the Government to expand visa exemption for a number of countries - potential tourist markets.

Seventh, the Ministry of Industry and Trade integrates the promotion of Vietnam's tourism brand and image into trade promotion programs, linking trade promotion with tourism promotion.

Eighth, the Ministry of Science and Technology will preside over and coordinate with the Ministry of Culture, Sports and Tourism to accelerate the digital transformation process, forming and developing a smart tourism ecosystem in Vietnam. This is one of the breakthrough solutions to help the tourism industry grow quickly and sustainably.

Ninth, the Ministry of Agriculture and Environment coordinates with the Ministry of Culture, Sports and Tourism to effectively implement the Coordination Program in developing effective and sustainable agricultural, rural and eco-tourism for the period 2024-2030.

Tenth, the Ministries of Construction, Finance, and Public Security coordinate with the Ministry of Culture, Sports and Tourism to continue investing and mobilizing resources for tourism development.

With the high determination of the industry, along with the support and close cooperation of the central ministries and branches, the Deputy Prime Minister believes that Vietnamese tourism will make a strong breakthrough, the united efforts will create a great combined strength, bringing our country's tourism to new heights.

In the coming time, the Deputy Prime Minister requested that comrades continue to advise and report to the Government and the Prime Minister on mechanisms and solutions for investment in tourism infrastructure, or attracting private enterprises to invest in tourism.

Localities need to actively and proactively link regional tourism; promote public-private cooperation, and mobilize investment resources for tourism development.

With the high determination of the industry, along with the support and close cooperation of the central ministries and branches, the Deputy Prime Minister believes that Vietnamese tourism will make a strong breakthrough, the united efforts will create a great combined strength, bringing our country's tourism to new heights, truly becoming a spearhead economic sector, contributing to building the image of a beautiful Vietnam, the kind and hospitable Vietnamese people, and at the same time affirming Vietnam as an attractive, "green" and sustainable destination on the world tourism map, contributing with the whole country to enter a new era, an era of strong, prosperous and happy development of the nation./.
