National Highway 14E project through Thang Binh commune, Dong Duong: Speeding up site clearance progress

There are still many problems

Reporting at the inspection, the representative of Project Management Board 4 (Vietnam Road Administration) - the project management unit said that the project to improve and upgrade National Highway 14E through Thang Binh commune is nearly 4.2km long (section km15+270 - km19+400). Up to now, the locality has handed over the construction site for more than 3.3km (reaching more than 80%).

However, there are still 89 households stuck, of which 39 households are within the scope of the railway overpass project and the remaining 50 households are on the route. The relocation of electricity, water and telecommunication systems does not meet the construction schedule.

For the railway overpass project alone, the competent authority has approved compensation plans for 54/59 households with a total amount of more than 12 billion VND. Of these, 48 households have received money and committed to hand over the land, but in reality only 24 households have handed over, while 24 households have not yet handed over because they are waiting to receive resettlement land and resettlement land use right certificates. In addition, 6 households have not yet received money because they have not agreed with the land clearance price and 5 households have not been approved.

In Dong Duong commune, the locality has handed over 12.6/13.2km, reaching 95% of the total length of the project passing through the area (section km19+400 - km32+733). The project construction site still has 26 plots, of which 6 plots have been approved but not paid, 11 plots have been paid but not received, and 9 plots have not approved the compensation plan.

The project to improve and upgrade National Highway 14E, section km15+270 - km89+700, has a total length of 71.38km, passing through 7 communes: Thang Binh, Dong Duong, Viet An, Hiep Duc, Phuoc Tra, Phuoc Hiep and Kham Duc.

The project is invested by the Vietnam Road Administration with a total cost of more than VND 1,848.2 billion; construction started on March 7, 2023, and is expected to be completed in 2025.

Currently, the construction site has 57 construction teams with 264 machines, equipment, 55 engineers and 223 workers. The progress of digging the roadbed has reached over 90%, filling the ground has reached over 85%; the second layer of crushed stone has reached nearly 80%, the first layer has reached 71%; asphalt paving has reached 51.5%.

Site clearance work has been quite slow recently. Site handover is not continuous, especially in some locations where the relocation of electrical and water systems has not been completed, so only longitudinal trenches and expansion can be constructed.

Within the construction area of the railway overpass, there is a 22kV medium voltage power line system running underground and above ground, leading to the construction of the right-hand side access road from the railway to the expressway interchange, even though the site is available.

Efforts to complete site clearance

According to the Da Nang City Land Fund Development Center - Branch Area 9, the project scope through the area of Thang Binh and Dong Duong communes has approved 68 compensation plans with a total amount of more than 89 billion VND. The total number of approved plots is 1,444 plots, 48 plots have not received money. To date, the disbursement has reached 86.5 billion VND.

For Thang Binh commune, the City Land Fund Development Center has submitted 12 land plot dossiers for the Commune People's Committee to appraise and approve compensation plans before August 20; the remaining 48 dossiers will submit plans before August 20.

In Dong Duong commune, it is expected that 7 land plot dossiers will be approved before August 20 and 9 plots are still stuck with legal documents.

In addition, for 31 plots of land with a total area of 4,225.8 ^m2 , agricultural land located outside the clearance line, there is currently no specific land price plan. The Center is submitting a proposal to rebuild a specific land price plan to implement compensation according to regulations.

Mr. Doan Thanh Khiet, Chairman of the People's Committee of Thang Binh Commune, said that to speed up the progress, the commune continues to carry out mass mobilization work well. The goal is to soon hand over the site to the construction unit and ensure the rights of the people.

Speaking at the meeting, Vice Chairman of the City People's Committee Tran Chi Cuong affirmed that the project to upgrade National Highway 14E is extremely important for socio -economic development, especially regional connectivity.

To complete the project in the final stage, the two localities of Thang Binh and Dong Duong continue to take drastic actions. In particular, the most important task is to mobilize, not to let the problems persist for too long, causing resentment among the people.

Localities can organize meetings with people or go to each house to discuss and resolve problems. Localities must commit to the people about the time limit for resolving problems and the time limit for issuing red books. If people agree, the site clearance work will be quick and smooth.

According to the Vice Chairman of the City People's Committee, when funds are available, relevant units will promptly pay the people. People will receive resettlement land to build houses and stabilize their lives. The procedures must be carried out in parallel between relevant parties to minimize time. Documents and procedures for compensation and site clearance must be completed by September 15 at the latest.

The Vice Chairman of the City People's Committee suggested that in this finishing stage, Project Management Board 4 should continue to mobilize human resources and means to speed up the construction progress when the site is available. Calculate solutions to ensure traffic safety and drainage systems in the construction area, avoiding affecting the daily life and production of the people.
