Lao Cai - Vinh Yen 500kV Project: 'Don't wait until the last minute to start, intervene here and there'

"Units must not wait until the last minute to start work and only intervene here and there when materials and supplies are needed," said Mr. Dien.

On March 28, the Minister of Industry and Trade chaired a meeting on the Lao Cai - Vinh Yen 500 kV transmission line project.

Regarding the project status, Mr. Nguyen Anh Tuan - General Director of Vietnam Electricity Group (EVN) - said that by March 27, the project had completed the conversion of forest use purposes. Regarding compensation and site clearance for the column foundation, 94.4% of the site has been handed over, with 26 foundation locations yet to be handed over.

Notably, out of a total of 442 handed over foundation locations, there are still 38 locations that cannot be accessed due to people preventing the construction unit from entering due to compensation issues, borrowing construction roads, and borrowing construction sites.

For the corridor section, Power Project Management Board 1 (EVNMB1) has completed the measurement, planting and handing over of markers to the locality. Regarding the approval and handover of documents to the locality, Lao Cai, Phu Tho and Vinh Phuc provinces have completed; Yen Bai province has completed 10/23 communes, and 13/23 communes remain...

According to EVN leaders, there are still many problems in site clearance, affecting project progress.

The project is being rushed, but Mr. Tuan said that the project is stuck in site clearance because some places have not approved land prices, temporary forest use plans have not been approved, and some places have not received people's consent.

At the meeting, the Minister of Industry and Trade said that since the last meeting, the project has made certain progress, with nearly 93% of the foundation positions handed over, an increase of more than 90% in the number of positions, and the temporary construction of the road and the approval of the plan to collect forest products have made remarkable changes. However, there are still many obstacles and difficulties, so the completion time before August 31 as directed by the Prime Minister is very challenging.

The leaders of the Ministry of Industry and Trade requested the People's Committees of Lao Cai, Yen Bai, Phu Tho and Vinh Phuc provinces to focus on mobilizing the entire political system to participate, resolutely direct and support investors in implementing site clearance and construction, mobilize people to support and create favorable conditions for site handover and construction.

The Minister of Industry and Trade requested construction units to work through holidays to keep up with project progress.

Localities need to urgently approve specific land prices, issue compensation plans, and support resettlement for column foundation locations; complete inventory, establish, and approve compensation plans, and support resettlement for the corridor section of the route before April 15.

"The Ministry of Agriculture and Environment should promptly direct Tam Dao National Park to urgently develop and submit a plan for exploiting and harvesting forest products before March 31, and consider allowing contractors to count and cut down trees within the temporary road openings, temporary yards, and column foundation locations and gather them at a centralized location to have a construction site," said Mr. Dien.

For EVN, Minister Nguyen Hong Dien requested close coordination with localities to urgently complete, provide relevant documents and procedures and agree on compensation plans. EVN needs to request contractors and construction units to increase human resources, materials and equipment to urgently implement construction as soon as the site is available and construction conditions are met.

“Try to take advantage of favorable weather conditions to speed up construction progress. Units need to work through holidays to meet the schedule, because in a few months the weather in the North will not be easy for construction. Do not wait until the last minute to start construction, and only intervene here and there when new materials and supplies are needed,” Minister Nguyen Hong Dien directed.
