On August 22, Deputy Prime Minister Ho Duc Phoc attended and spoke at the Business Forum. The 12th Vietnam Sustainable Development Forum (VCSF) with the theme "Sustainable development in the new era: Turning aspirations into actions".

Speaking at the forum, Deputy Prime Minister Ho Duc Phoc, Chairman of the National Council for Sustainable Development, emphasized that after more than a decade of organization, the forum has become the leading policy dialogue channel of the Government and the business community, where important initiatives and recommendations on sustainable development have been institutionalized by ministries and branches into specific policies and action programs.

According to the Deputy Prime Minister, the theme of this year's forum "Sustainable development in the new era: Turning aspirations into action" is a positive and strong call, clearly demonstrating the leadership of General Secretary To Lam to bring the country into a new era - the era of national growth.

To realize this goal, the Politburo issued four key resolutions, including: Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law-making and enforcement; Resolution No. 68-NQ/TW on private economic development.

These four resolutions are "four beacons" that outline the new path, environment, and driving force to achieve the goals of the new era.

On the way towards this goal, the private economic sector, especially businesses and sustainable development thinking, will play a central role, be the core force, concretize policies and guidelines into products, master technology, create quality jobs and spread values ​​to society.

The Deputy Prime Minister hopes that today's forum will be a place to gather intelligence, responsibility and create concrete actions towards a green and sustainable future for the country.

Vietnam is a bright spot in the region for sustainable development.

The Deputy Prime Minister said that during the 2020-2025 term, the Vietnamese economy has continuously faced many difficulties, challenges and unprecedented fluctuations. However, under the leadership of the Politburo, the Central Executive Committee and the Government, the Vietnamese economy has gradually overcome difficulties and challenges, and targets have been achieved and exceeded, with each year always being higher than the previous year.

Accordingly, Vietnam's economic growth is among the highest in the world; budget revenue continuously exceeds estimates; import and export increase sharply; trade surplus is large; public debt decreases; major balances of the economy are maintained.

In particular, in 2024, GDP will reach 7.09% and in the first 6 months of 2025, GDP will continue to grow by 7.52%, CPI in 2024 will reach 3.63%; state budget revenue will reach 2,043 trillion VND; import-export turnover will reach a record 786.29 billion USD, up 15.4%, trade surplus will be 24.77 billion USD; public debt will be 36%, budget deficit will be low at 3.6% of GDP.

The Deputy Prime Minister emphasized: Having gone through a period of many difficulties and challenges, we have increasingly recognized the important role of stability and a strong national financial foundation. This is not only reflected in maintaining the sustainable development of the economy, but also in ensuring the longevity and prosperity of each country and each enterprise.

The Deputy Prime Minister said: Internationally, the "Sustainable Development Goals - SDGs" by 2030 are facing the risk of not ensuring progress. Up to now, 48% of targets have not been achieved, including 31% with only minor progress and 17% with no progress. Most worryingly, 18% of targets have fallen below the 2015 baseline. Thus, the gap to achieve the 2030 Agenda is huge and requires extraordinary efforts from all countries.

However, Vietnam has achieved many remarkable results and is considered a bright spot in the region in terms of sustainable development . Vietnam's SDG score increased from 57.6 points in 2016 to 73.4 points in 2025, an increase of about 27.4% in nearly a decade. Vietnam currently ranks 2nd in ASEAN in terms of SDG, just behind Thailand (ranked 43rd).

Among the 17 SDG goals, Vietnam continues to maintain its traditional strengths such as "poverty eradication". At the same time, it has significantly improved the "Clean energy and affordability" indicator. Notably, the "Economic growth and employment" indicator still increased sharply from 75.82 points to 80.38 points, surpassing the threshold of 80 for the first time, showing the recovery efforts after the COVID-19 pandemic of the entire Party, Government, people as well as the business community...

The Deputy Prime Minister emphasized that the theme of VCSF 2025 - " Sustainable Development in the New Era: Turning Aspiration into Action " is a reminder and also a call. Aspiration only becomes meaningful when it is turned into concrete actions, with clear strategies, strong commitments and practical steps.

To turn aspirations into actions, Deputy Prime Minister Ho Duc Phoc called on the Vietnamese business community to be proactive, courageous and pioneering on the journey of development and building sustainable values.

In the context of the world changing rapidly, Vietnamese enterprises cannot stand aside, cannot delay any longer, but need to quickly participate directly in this transformation process.

First of all, businesses need to promote innovation, apply high technology, digital technology, artificial intelligence, invest heavily in developing core technology, source technology in a green and sustainable direction to be able to participate more deeply in the global value chain that is increasingly applying strict "green" standards.

Next, sustainable development needs to go hand in hand with social responsibility, environmental protection and effective governance, thereby building trust with domestic and international investors, partners and consumers.

At the same time, it is necessary to strongly promote the circular economic model and equitable energy transition, contributing to realizing Vietnam's commitment at COP26 to achieve net zero emissions by 2050.

Final, Businesses need to make more effective use of new-generation FTAs ​​and quickly expand to new markets in addition to large and traditional markets.

Emphasizing that Vietnam cannot succeed alone, the Deputy Prime Minister called on and hoped that development partners, international organizations and the international business community would continue to accompany Vietnam in sharing experiences, transferring technology, increasing technical support and creating conditions for fair access to financial resources at reasonable costs.

Vietnam is committed to continuing to be a reliable partner and a responsible member of the international community. It is ready to create a favorable, transparent and stable environment, without discrimination between foreign and domestic investors.

Turn aspirations into reality, making Vietnam a prosperous and sustainably developed country

To create a solid foundation for the transformation process to move forward into a new era, the Vietnamese Government affirms:

Firstly, we will continue to improve institutions, policies and a favorable and transparent legal framework, focusing on reforming administrative procedures and digitizing public services to ensure the legitimate rights of investors and businesses.

Monday, will focus on investing in modern, synchronous and sustainable infrastructure. Especially transport infrastructure, energy infrastructure, digital and telecommunications infrastructure, logistics infrastructure, and green, sustainable and environmentally friendly industry.

Third, the Government will promote the development of financial instruments such as green credit, green bonds, and green investment funds to effectively support capital for sustainable development projects.

Fourth, the Government will increase the mobilization of social and international resources to support enterprises in technological innovation, improving labor skills, and transferring technology. The Government is committed to accompanying enterprises in every step of the transformation process.

With determination and political commitment, Vietnam is striving to successfully implement the sustainable development goals by 2030 and Net Zero by 2050. In this process, Vietnam wishes to accompany all partners to realize the above goals.

With the spirit of "Unity - Innovation - Action", Deputy Prime Minister Ho Duc Phoc believes that the Vietnamese business community will join the Government in turning aspirations into reality, making Vietnam a country of sustainable development and prosperity.

* VCSF is the leading dialogue platform of the business community at the national scale on sustainable development in Vietnam organized annually by the Vietnam Federation of Commerce and Industry (VCCI), with the core being the Vietnam Business Council for Sustainable Development (VBCSD) since 2014.

This year's forum received the attention and participation of over 400 delegates attending in person and thousands of online followers.

At the forum, more than 30 prestigious speakers shared and discussed enthusiastically about contents that are not only strategic and topical but also very practical to strengthen the internal strength of enterprises and promote the companionship and solidarity of the Vietnamese business community with the Party and State to realize the Vietnam Vision 2045 and together with the country to rise up in the new era.

Within the framework of the forum, delegates were shared with many updated information from representatives of the Central Strategy and Policy Committee, representatives of the Ministry of Finance, the Ministry of Agriculture and Environment, on contents related to policies and strategic breakthrough orientations of the Party for rapid and sustainable economic development in the new era in the spirit of Resolution 68 on private economic sector development of the Politburo; prioritized actions to promote private economic sector development in the coming time; updated policies on climate change response, environmental protection towards green transformation.

From the international partner side, the Resident Representative of the United Nations Development Programme (UNDP) in Vietnam shared useful information and practical recommendations to promote public-private cooperation in the new context, towards realizing the goals for Vietnam Vision 2045./.
