Striving for average GDP to reach 8,500 USD/person by 2030

(Dan Tri) - The Ministry of Finance aims for an average GDP growth rate of 10% or more per year in the 2026-2030 period. By 2030, there will be 2 million businesses operating in the economy.

On August 21, the Congress of the Party Committee of the Ministry of Finance for the 2025-2030 term opened. Deputy Prime Minister Nguyen Chi Dung attended and directed the Congress. This is an important Congress of the Party Committee of the Ministry of Finance after the consolidation and merger of agencies according to the Party and State's policies and is also an occasion to celebrate the 80th anniversary of the establishment of the industry.

In his opening speech, Minister of Finance Nguyen Van Thang said that during the last term, the Party Committee achieved important results in many aspects of work.

Main indicators on implementing political tasks

Regarding the economic development targets set for the coming time, the Ministry of Finance said that this unit aims for an average gross domestic product (GDP) growth rate of 10% or more per year in the 2026-2030 period. The average GDP per capita by 2030 will reach 8,500 USD. The average social labor productivity growth rate will reach about 8.5% per year. Total asset accumulation will be about 35-36% of GDP; the proportion of final consumption will be about 62-63% of GDP.

Regarding macroeconomic stability and inflation, the average state budget deficit in the 2026-2030 period is about 5% of GDP. The average public debt/GDP ratio is over 45%. The average inflation in the 2026-2030 period is about 4-4.5%/year.

Regarding the mobilization and allocation of financial resources, the total average social investment capital for 5 years is about 40% of GDP, in which the public investment ratio accounts for 20-22% of the total social investment capital.

By 2030, the stock market capitalization will reach 120% of GDP. The outstanding debt of the bond market will reach at least 58% of GDP (of which the outstanding debt of corporate bonds will reach at least 25% of GDP). The derivatives market will grow at an average of about 25%-30% per year in the period 2026-2030.

Regarding business environment reform, national competitiveness enhancement, and enterprise development, the Ministry of Finance aims to have 2 million enterprises operating in the economy by 2030, 20 enterprises operating per thousand people. There will be at least 20 large enterprises participating in the global value chain. The average growth rate of the private economy will reach about 10-12% per year, higher than the growth rate of the economy.

In addition, there are at least 25 state-owned enterprises with equity or capitalization of over 1 billion USD. Of these, there are at least 10 enterprises with over 5 billion USD; there are at least 30 state-owned enterprises with net revenue of over 1 billion USD.

Regarding social insurance, by 2030, the Ministry of Finance aims for 60% of the working-age workforce to participate in social insurance; 60% of people over retirement age to receive pensions, monthly social insurance and social retirement benefits; over 97% of the population to participate in health insurance; the number of people receiving social insurance and unemployment benefits through non-cash payment methods in urban areas to reach 85%.

6 strategic breakthroughs in the 2025-2030 term

The Ministry of Finance sets out 6 strategic breakthroughs for the 2025-2030 term.

The first is a strong breakthrough in institutions, financial policies, decentralization, delegation of power, unblocking and liberating resources, creating momentum for development.

The second is to improve the efficiency of mobilizing and allocating financial resources and the efficiency of public investment.

Third is private economic development - the most important driving force for national economic development.

The fourth is breakthroughs in scientific and technological development, innovation and digital transformation.

The fifth is to improve the effectiveness of strategy building, planning, planning, and statistics to serve rapid and sustainable development.

The sixth is to focus on developing high-quality, highly-qualified human resources; attracting and utilizing talents.
