Accompanying in operating 2-level government in Can Tho city and Tay Ninh province

In order to accompany and promptly resolve difficulties and obstacles in the field of science and technology for localities when operating two-level government, on August 26, the Ministry of Science and Technology sent two working groups to learn about the actual situation in Can Tho city and Tay Ninh province.

Promoting digital transformation, integrating AI into administrative procedure settlement

During the working session with the People's Committee of Can Tho city, Mr. Ho Hong Hai, Deputy Director of the Department of Legislation (Ministry of Science and Technology), head of the working delegation, said: Immediately after Decree No. 132/2025/ND-CP and Decree No. 133/2025/ND-CP were issued, the Ministry of Science and Technology has implemented many activities towards the grassroots.

Specifically, the Ministry has reviewed 117/223 tasks (accounting for 52.5%) decentralized to the provincial level; of which 78 tasks are stipulated in Decree 133/2025/ND-CP and 39 tasks will continue to be decentralized in upcoming legal documents.

The delegation worked with the Can Tho City Public Administration Service Center and the Ninh Kieu Ward People's Committee. The delegation directly discussed with officials assigned to handle administrative procedures, learned about the document processing process, the level of information technology application and the efficiency of system operation; discussed with officials in charge of information technology, digital transformation, on the deployment of digital platforms, database connection, as well as solutions applying artificial intelligence (AI) in supporting citizens and businesses.

At the places they visited, the working delegation listened to the opinions of people and businesses who directly submitted documents and carried out administrative procedures, in order to grasp and evaluate the level of satisfaction, convenience as well as difficulties and obstacles in practice.

According to the report of the Department of Science and Technology of Can Tho City, after the arrangement of administrative units, the city has focused on synchronously deploying many shared information systems. The email system has issued more than 38,000 accounts; the document management and administration system with 13,655 accounts has processed more than 845,000 documents in two months, of which more than 70% of the documents are digitally signed.

The administrative procedure settlement system is deployed at 120 units, synchronizing 2,223 procedures, with 41,640 user accounts; integrating AI to support file processing.

Along with that, the data integration and sharing platform (LGSP) has connected 17 national systems and databases; the video conferencing system has served 23 online meetings from the central to the grassroots levels.

In addition, the city also deployed an electronic information portal with 117 component pages, an electronic reporting system, and specialized digital signatures for public services, creating a synchronous platform for e-government operations.

In the field of administrative reform, the city has standardized and promulgated 125 administrative procedures in the field of science and technology, of which 24 are decentralized procedures and 101 are decentralized to localities. This is an important step, contributing to shortening time, reducing costs, and improving the quality of service for people and businesses.

However, Can Tho city still faces some difficulties, such as limited expertise of commune-level human resources in measuring and certifying the quality of goods and products; some administrative procedures are unclear in terms of responsibilities between ministries and branches; shared telecommunications infrastructure has not yet been unified in rental prices, affecting the progress of cable renovation and undergrounding projects.

Can Tho City recommends that the Ministry of Science and Technology increase training for commune-level civil servants, coordinate with ministries and branches to guide the handling of overlapping procedures, and request the Department of Telecommunications to soon unify the price framework for renting passive telecommunications infrastructure.

Accelerating digital infrastructure, overcoming human resource limitations

In Tay Ninh province, the working delegation of the Ministry of Science and Technology worked with the Department of Science and Technology of the province, at the Tay Ninh Provincial Public Administration Service Center and Long An ward to grasp the situation, record the results, and at the same time remove difficulties and obstacles in the implementation of Resolution 57/NQ-TW, Decree 132/2025/ND-CP and Decree 133/2025/ND-CP.

Mr. Vo Buu Viet Cuong, Deputy Director of the Department of Science and Technology of Tay Ninh province, said that since July 1, the two-level local government apparatus has been operating stably, effectively implementing local political tasks. The Department of Science and Technology has advised the Provincial Leaders to issue Plan No. 02-KH/BCĐ dated June 23, 2025 on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system.

Tay Ninh focuses on expanding coverage and improving the quality of 5G mobile network services, prioritizing key areas; 3G/4G mobile network and fixed Internet have covered 100% of hamlets, neighborhoods, rural areas, and borders across the province, helping people to access the network stably; providing 5G network services covering 46/96 communes and wards in the province... In Tay Ninh province, there are no areas with low mobile broadband signal according to the criteria in Official Dispatch No. 1603/BTTTT-CVT dated April 25, 2024 of the Ministry of Science and Technology.

Regarding digital infrastructure and digital technology, the Department has organized and restructured the Tay Ninh Smart application, Tay Ninh IOC, System 1022, integrated paperless meeting applications, notably piloting the Virtual Assistant to serve officials and civil servants at the Department of Science and Technology.

In addition, the administrative procedure settlement information system of Tay Ninh province has been integrated with the National Public Service Portal, operating stably and receiving administrative procedure records of citizens and businesses. Particularly in the field of science and technology in the province, from July 1 to now, 224 administrative procedures have been received at the Provincial Public Administration Service Center and the Commune-level Public Administration Service Centers in Tay Ninh province.

At the same time, the Department of Science and Technology of Tay Ninh province also conducted an internal training session to equip civil servants with knowledge and skills to handle administrative procedures, contributing to better serving the work in the field of science and technology in the province...

The operation of the two-level government model in Tay Ninh still faces some difficulties, such as: The capacity and quality of commune-level officials are uneven; some areas still lack specialized personnel; facilities and information technology infrastructure at the Commune-level Public Administration Service Center are still limited; the current human resources in charge of digital transformation at the commune and ward levels are still lacking and weak...

In addition, information technology equipment at the People's Committees at the commune level and the Public Administration Service Center at the commune level has just been rearranged and re-equipped at a basic level to serve the work of solving problems. Currently, it is still being purchased and supplemented to suit the activities of agencies and units....

Some communes and wards still have limited understanding of the fields of radiation safety, innovation, digital transformation and startups, leading to confusion in coordination. Human resources specializing in science and technology, innovation and information technology at the commune level are still lacking and weak; new staff do not have practical experience. The ratio of online applications to the total number of applications processed is still low, people are still hesitant to submit applications online; many organizations and individuals do not fully understand the online application submission process, so they prefer to submit applications directly at the one-stop-shop.

In the working program, the Department of Science and Technology recommended that the Ministry of Science and Technology regularly organize training, coaching, and professional guidance, especially professional expertise related to the contents of decentralization and assignment of authority to localities according to Decree No. 132/2025/ND-CP, Decree No. 133/2025/ND-CP. At the same time, it is expected that the Department of Radiation and Nuclear Safety will soon issue a specific list of radiation equipment, clearly defining which types of equipment are under the licensing management authority of the Central and local governments.

Some other recommendations include: promptly issuing detailed guidance documents on receiving non-territorial administrative procedures, contributing to increasing the proportion of groups of indicators in the Index serving people and businesses in performing administrative procedures and providing public services...

Not only acknowledging the province's efforts in implementing the new model, the representative of the working delegation, Mr. Tran Manh Tuan, Deputy Director of the Department of Radio Frequency (Ministry of Science and Technology), head of the working delegation, also requested the Department of Science and Technology of Tay Ninh province to focus on completing reports in each specific field, develop a plan to advise the Provincial People's Committee, and propose appropriate solutions to remove difficulties and obstacles that the locality is facing when implementing the two-level local government model.

Regarding the difficulties and problems in the process of operating two-level local government in the field of science and technology in Tay Ninh province mentioned above, representatives of specialized units of the Ministry of Science and Technology directly discussed and answered specific questions about the local contents of decentralization and delegation of authority, and at the same time guided localities in implementing regulations and professional procedures as well as sharing some practical experiences.

During the working programs in Can Tho city and Tay Ninh province, with some contents beyond the authority of the working group, the group recorded and summarized, reported to the leaders of the Ministry of Science and Technology to propose solutions. In the coming time, the Ministry commits to accompany the province, regularly exchange, promptly remove difficulties and obstacles arising in the process of operating two-level local government.
