Air pollution occurs when smoke, dust, vapors, or foreign gases are released into the air, changing air quality and affecting the health of humans, animals, and plants. According to industry experts, Vietnam is among the top 10 countries with the most serious air pollution in Asia, especially fine dust pollution (PM10 and PM2.5).
On May 21, 2025, the Provincial People's Committee issued Plan No. 116/KH-UBND on a comprehensive review of regional facilities and locations of environmental pollution, ensuring sustainable local development, towards Vietnam's commitment to achieving "Net Zero" emissions by 2050.

The Department of Agriculture and Environment is in charge of inspecting and handling environmental violations at large-scale production and livestock facilities; assessing environmental impacts and encouraging the application of waste treatment and recycling technology; the Department of Construction reviews and plans centralized waste treatment areas; advises on the relocation of production facilities mixed with residential areas; the Department of Health inspects the treatment of medical waste and eliminates incinerators that do not meet standards; the Provincial Police take the lead in combating and strictly handling violations of environmental laws; coordinates in reviewing and classifying pollution spots.
According to data from the Department of Agriculture and Environment, the sector is currently monitoring the quality of soil, water (including rainwater, surface water, groundwater), air and noise in many locations (industrial parks, clusters, urban areas, rural areas, etc.). Through monitoring, the specific situation of each area, region, and point that is polluted or at risk of pollution has been assessed; the main impacts that affect the environment to advise and coordinate the implementation of preventive and protective measures.

Specifically, through periodic monitoring of the air environment in 2024 at the Km 31 quarry, Thai Son commune (Ham Yen); Tan Quang Cement Factory area - Trang Da commune ( Tuyen Quang city); Long Binh An Industrial Cluster area, the total suspended dust (TSP) content was found to exceed the permissible standard but not significantly. As soon as the dust content exceeding the permissible standard was detected, the industry requested that emitting enterprises urgently implement solutions to control and limit dust released into the environment.
Mr. Doan Luong Anh, Director of the Provincial Disease Center, said that in fact, from national highways, provincial roads to village roads, there are still many places in the province where garbage is dumped and burned spontaneously. Garbage, including both organic and inorganic waste, is dumped in piles and smolders day after day, especially in areas with few people passing by. Inorganic waste such as nylon and plastic waste, when burned, will produce toxic substances such as carbon oxide, hydrocarbons, benzene, etc., causing serious harm to the environment and human health.
In the fields or on the dikes, the burning of straw, stubble and agricultural waste without control also occurs frequently, causing air pollution. All types of waste, whether organic or inorganic, must be collected and treated in the right place. In particular, the burning process must be carried out at specialized units, using modern technology to avoid affecting the air environment.

An Hoa Paper Joint Stock Company (Son Duong) is one of the first enterprises in the province to install an automatic environmental monitoring system to monitor wastewater and emissions during the production process. Mr. Hoang Minh Son, Director of Administration and Human Resources of An Hoa Paper Joint Stock Company, shared that in 2017, the company invested in installing the most modern automatic monitoring system to monitor the environment at production workshops and areas surrounding the factory. This system is directly connected to the environmental monitoring system of the Department of Agriculture and Environment. Every 5 minutes, the automatic monitoring system analyzes and sends wastewater and emissions indicators to the management and monitoring department. When detecting abnormal signs, the machine will transmit a warning signal.
Mr. Son affirmed that by maintaining monitoring and strictly implementing environmental solutions, the wastewater and emission indicators of the Company's Pulp and Paper Mill always meet the Ministry of Natural Resources and Environment's Type A standards for wastewater and emission indicators in the pulp and paper industry.
In the coming time, to contribute to preventing air pollution and protecting public health, in addition to technical measures from functional agencies, people's awareness needs to be raised. The Provincial Center for Disease Control will focus on promoting air environment protection. This is not only the responsibility of functional agencies but also the responsibility of the whole community, each person also has an important role in joining hands to build a cleaner and safer living environment. Mr. Doan Luong Anh, Director of the Provincial Center for Diseases, emphasized that the Center will coordinate with relevant departments, branches and sectors to develop synchronous and effective solutions in controlling air pollution, resolutely handling violations causing air pollution according to current regulations.
