At the meeting, Deputy Head of the Lao Cai Provincial National Assembly Delegation Sung A Lenh reported the results of the 9th Session of the 15th National Assembly to voters.
With the spirit of innovation and democracy, after listening to the report of the National Assembly Delegation on the results of the 9th Session, voters in the region expressed their excitement and agreement with the urgent and drastic decisions, demonstrating the high sense of responsibility of the Central Government. Many major policies have strategic vision, are sharp and flexible, taking advantage of opportunities to bring the country into an era of rapid and sustainable development.

There were 11 voters speaking with 15 opinions proposing many issues, such as requesting the Central Government to soon upgrade the Noi Bai-Lao Cai highway from 2 lanes to 4 lanes, creating conditions for vehicles to participate in traffic and develop the economy . Requesting the State to soon issue policies related to supporting lunch for primary and secondary school students in border communes, with priority given to mountainous border communes.
Voters recommended that telecommunications enterprises be directed to speed up investment in 4G and 5G networks in new communes and remote areas to ensure people's access to information and resolve administrative procedures, in line with the two-tier local government model; and to promptly issue mechanisms and policies to promote the development of the province's private economy, such as access to capital, tax incentives, credit, land, markets, support for private enterprises to apply new technologies, digital transformation in production and business, etc.

At the Conference, Chairman of Lao Cai Provincial People's Committee Tran Huy Tuan briefly informed about the socio-economic development situation in the first 6 months of the year, key tasks for the last 6 months of 2025; at the same time, answered, clarified the contents of voters' recommendations, within the authority on aspects of communal life that voters are interested in.
Listening to voters' opinions, Minister of Home Affairs Pham Thi Thanh Tra clarified further recommendations on contents related to the operation of the two-level local government apparatus, especially contents related to organization, staffing, and policies in the coming time.
Minister of Agriculture and Natural Resources Do Duc Duy informed about the contents of provincial planning, land planning and the issue of public housing for officials and civil servants after the merger. Currently, the Ministry has reduced from 66 to 51 administrative procedures on land, of which 46 procedures are assigned to localities. In particular, communes are also responsible for site clearance. The Ministry has issued a Handbook to help commune officials understand the process, authority and necessary documents. However, digital infrastructure at the commune level is still weak in many places. The Ministry will continue to provide technical support to localities if there are specific proposals...

At the meeting, comrade Tran Cam Tu, on behalf of the 15th National Assembly Delegation of Lao Cai province, briefly informed about the country's achievements in the first 6 months of 2025, and congratulated Yen Bai and Lao Cai provinces for coming under the same roof, taking the first steps to put two-level local government into operation, effectively serving people and businesses.

The Standing Secretariat emphasized that in the immediate future, Lao Cai will continue to pay attention to the work of building a clean and strong Party and political system, directing Party Congresses at all levels, and successfully electing National Assembly and People's Councils at all levels. Promoting socio-economic development, ensuring growth according to the set goals. Early adoption of specific policies to exploit local advantages, accelerate national key projects, and do well in national defense, security, and foreign affairs. Good management of public assets, old headquarters should be prioritized as cultural and medical facilities, and public assets should not be degraded or lost.
When implementing a two-level local government, it is necessary to continue to do well in digital transformation, decentralization, and clear delegation of authority, and avoid omissions or overlapping of tasks. Currently, some border communes, remote areas, and particularly difficult areas have a high rate of poor households. The province needs to review the list of these villages and hamlets to prioritize investment and care for poor and vulnerable households.
